Indoor arenas in the former City of Toronto are run by volunteer Boards or Committees of Management, which employ their own staff.

The Boards or Committees of Management for the arenas in the former City of Toronto were established by City by-law under the authority of either the Community Recreation Centres Act or the Municipal Act.

The Boards or Committees of Management are generally elected from the membership at their annual general meeting and appointed by City Council.

Arena Boards are funded by the City but operated by a Board of Management.
