The City of Toronto requires certain business types to have a permit or a business licence in order to operate. The City will only investigate complaints about a City of Toronto business type that requires a permit or to be licensed by the City.

Municipal Licensing and Standards accepts complaints such as:

  • operating without a licence or permit
  • poor business practices
  • offering services which they are not licensed to offer
  • refused services to any person with a disability being guided by a dog or Service animal
  • unauthorized rates
  • fail to post list of services and fees
