Under Toronto Municipal Code Chapter 629 - Property Standards No machinery, boats, vehicles, trailers or parts of them that are in a wrecked, discarded, dismantled, inoperative or abandoned condition, or junk or rubbish shall be kept or allowed to remain in a parking or storage garage.

Derelict vehicles on private property - in a yard area (including a driveway, parking space at the front, side or back yard of a property)

Under Toronto Municipal Code Chapter 548 - Waste Inoperative vehicles, a vehicle having missing, damaged or deteriorated parts or any conditions that may prevent its mechanical function.
