The Turfgrass and Prohibited Plants Bylaw requires all property owners or occupants to maintain their properties and ensure that health and safety requirements are met.
Note: Complaints about plant growth on private property are seasonal service requests. These service requests are not accepted during the months of the year when plants are not growing (December to March). The growth of turfgrass must be over 20 cm or 8 inches in height for this service request to be submitted.

Enforcement
To report the Bylaw Violations and Property Issues submit a Turfgrass or Prohibited Plants (long grass and weeds) complaint online at www.toronto.ca/311 or call 311. You are encouraged to identify your concerns when contacting 311 and submit photo evidence or other information wherever possible, to support the City's investigations.
When a complaint is received and if the property does not meet City standards a Notice of Violation will be issued to the property owner.
If no action is taken, by the compliance date, a bylaw officer will follow up to take appropriate enforcement action. If property owners do not comply with the bylaw, the City can carry out maintenance work to ensure compliance and the costs of the work will be added to the property tax bill.
