The City encourages its residents to plant soft landscaping in its boulevards. Soft landscaping consists of sod, shrubs, hedges, flowers, maintained natural gardens, fruit and vegetable gardens and other vegetation, but exclude trees.
No permit is required to plant soft landscaping, but the vegetation must be maintained in a state of healthy growth and free of noxious weeds. Sod must be kept trimmed to height less than 20cm, and other vegetation such as shrubs, ornamental grasses and flowers must be kept trimmed to a height of not more than 0.85m, measured from the travelled surface of the adjoining road.
