Information about the City of Toronto requirements for garbage and recycling collection for new developments and redevelopments as well as the application form is available on the City of Toronto website.

Start of collection for multiple household/multi-residential buildings (9 or more units)

Before collection begins for multiple household development including townhouse developments, there is a requirement of at least 75% occupancy rate.

  • If the new development is a condominium building it must first be registered as a condominium
  • Until collection begins the builder/developer will be responsible for residents' waste collection
  • An inspection of the new development is required to be carried out by a representative of Solid Waste Management Services
  • An authorized site representative will be required to complete a copy of the application/agreement form prior to commencement of collection.

Start of Collection for Single Family Homes

Before collection will begin on a new street, a site inspection will determine if the homes are ready for collection by Solid Waste Management Services. Until collection begins, the builder/developer is responsible for residents' waste collection.

  • When it is determined the single family homes are ready for garbage, recycling and organic collection residents will be mailed a welcome letters and calendars to order garbage, recycling and green bins
  • The welcome letters will advise of the collection start date prior to collection beginning
  • Until residents receive the new garbage, recycling and organic bin, they must put out recycling, and organics in clear plastic bags. Garbage should be placed out in plastic garbage bags affixed with a City authorized yellow garbage bag tag. Garbage tags are sold at Toronto Canadian Tire and Shoppers Drug Mart stores and are also available online at www.toronto.ca/solidwastestore
  • Recyclables and organics should be placed out in clear plastic bags; no bag tags are required for recyclables or organics.
