The Province of Ontario is responsible for licensing and regulation private cannabis retail stores through the Alcohol and Gaming Commission of Ontario (AGCO). Municipalities in Ontario are not involved in the issuance of provincial retail licences, store locations, or enforcement of provincial retail regulations.

The AGCO enforces regulations related to provincially licensed cannabis retail stores. Complaints regarding a legal cannabis store should be submitted to the Alcohol and Gaming Commission of Ontario (AGCO).

Separation distances
Provincial regulations restrict a cannabis store from being located within 150 metres of public and private schools (does not include colleges/universities). The regulations do not require a separation distance between cannabis retail stores.

If your concern is about someone on the street selling cannabis (even if they are in front of a cannabis store) these complaints should be submitted to Toronto Police Services.
