Policy Statement

The City aims to provide safe and accessible parks, recreation facilities and programs that serve a diverse population of residents and visitors. We recognize the public's desire to capture the special memories made in these spaces by filming and photographing them. Staff will only manage filming and photography where doing so is necessary to protect the privacy, safety, accessibility and comfort of all users.

Guidelines:

Any person engaged in filming and photography in parks, recreation facilities and Parks, Forestry & Recreation (PFR) programs:

  • must not engage in filming and photography in washrooms and change rooms;
  • must first obtain permission from staff prior to taking photographs or filming in active recreation spaces;
  • must not interfere with program safety or the safety and enjoyment of others;
  • must not interfere with the ongoing operations and maintenance of the space;
Conditions:
  • Filming and photography in change rooms and washrooms:  Filming and photography are strictly prohibited in change rooms and washrooms in all PFR facilities. 
  • Filming and photography in general recreation spaces: Filming and photography will not be unduly restricted in general recreation spaces, and City staff involvement will be limited to management of complaints or issues.  General Recreation Spaces refers to parks, waterfront, open spaces, and recreation facilities (including lobbies, gymnasiums, multiple-purpose rooms, and other programming areas; excluding pools, pool decks, and fitness programming areas).
  • Filming and photography in active recreation spaces: Filming and photography are permitted in active recreation spaces with the permission of City staff.  Active Recreation Spaces refers to pools and pool decks, and fitness programming areas. 
  • Formal photography on any PFR property: Any person wishing to have exclusive use of space within a park or recreational facility for filming or photography must book the space in advance through PFR's Client Services office.  
  • Filming and photography for City of Toronto use: Any filming and photography taken by staff or others for City of Toronto use (e.g. website, brochures, other media) requires obtaining signed Multimedia Consent Forms from identifiable individuals or their caregivers.
  • Media Requests: Media looking to record media or photograph in parks and recreation facilities are required to coordinate their request through Strategic Communications via the PFR Media Line.
  • Commercial Film Requests:  Individuals or companies looking for Film Permits for PFR assets or spaces should contact the Film & Entertainment Industries office, and must book the space in advance through PFR's Client Services or by email.
