A person may apply for a sign permit if the sign appears to comply with regulations or will be directed to apply for a Preliminary Project Review (PPR) if they or Toronto Building staff are of the opinion that there would be non-compliance.

A PPR is conducted by a Zoning examiner with the results being forwarded to the applicant. The applicant may then revise the drawings to comply or they may apply for a Sign Variance.

A Sign Variance application is required when the physical requirement of the proposed signage violates the provisions under the Sign Bylaw. Sign variances and sign bylaw amendment applications must be made at the Toronto East York District Office at Toronto City Hall.

  • Ground signs that are affixed to the ground by a self-supporting structure that has a permanent foundation below grade or above grade
  • Wall and Canopy Signs: signs affixed to buildings
  • Billboards
  • Advertising balloons

Note: projected signs are prohibited under the Sign Bylaw. A sign that is painted directly on the face of a wall is commonly referred to as a "mural sign" and still requires a sign building permit.
