Description of Service / Summary

Park and Recreation permits are allocated based on participant categories, prioritizing City programs, youth, seniors, and community groups to ensure fair access to recreational activities.

Priority Use by Participant Category

  • Parks and Recreation Division programs and services (registered classes, drop-in programs, events) receive permit allocation before all other groups.
  • Permit allocation is applied on a facility-specific basis.
  • Priority category is determined by the majority participant age group when programs serve mixed ages.

Participant Categories

  • Resident Community Youth and Children (Age 0–18 years)
    • Not-for-profit organizations or teams providing recreational activities
    • Must meet a 90% residency requirement
    • Priority given to under-represented groups; if demand still exceeds supply, girls and female youth have priority
    • Resident Community Seniors (Age 60+) and Adult (Age 19–59 years)
    • Not-for-profit organizations or teams providing recreational activities
    • Must meet a 90% residency requirement
    • Priority given to under-represented groups; if demand still exceeds supply, senior and adult females have priority
  • Community Group
    • Not-for-profit organizations providing recreational activities for City residents but do not meet the 90% residency requirement
    • Groups with higher residency receive priority
    • If demand exceeds supply, under-represented groups are prioritized; if still exceeded, females are prioritized
  • Private and Commercial Groups and Individuals
    • Organizations, religious groups, or individuals operating for profit or not qualifying as a Community Group
    • Priority given to under-represented groups if demand exceeds supply

Claims Procedures – Public Inquiry

  • To submit a claim against the City of Toronto for injury or property damage:
    • Provide a written notice of claim
    • Submit it immediately to the City Clerk's Office
