The Planning and Housing Committee will consider the draft Official Plan and Zoning by-law to enable city-wide as-of-right zoning permissions for residential buildings with up to six units, and the Multiplex Monitoring Zoning By-law on June 12, 2025.

 

The Multiplex studies are part of the City’s Expanding Housing Options in Neighbourhoods (EHON) initiative.

Ontario Regulation 462/24 came into force on November 20, 2024. This Regulation has zoning impacts for duplexes and triplexes. The Multiplex Monitoring Team is in the process of reviewing these changes. Visit the EHON webpage for more information on the impacts of Ontario Regulation 462/24.

A study is underway to permit multiplexes with up to six units in detached residential buildings across Toronto’s low-rise neighbourhoods. This follows a recent Council decision to permit multiplexes with up to six units in detached residential buildings in Ward 23 (Scarborough North), and is a key initiative under the City’s funding application to the Canada Mortgage and Housing Corporation (CMHC) federal Housing Accelerator Fund (HAF).
