Eligible voters in the by-election for Councillor Ward 25, Scarborough-Rouge Park are reminded they can apply to vote by mail until 4:30 p.m. on Thursday, September 4. 

Mail-in Voting
Until 4:30 p.m. on Thursday, September 4, eligible voters can apply to vote by mail by visiting the Mail-in Voting webpage or calling 416-338-1111 and selecting ‘5’ on the keypad.   

Applicants can track the status of their Mail-in Voting package using the confirmation code received by email after completing the online application. Mail-in Voting packages will be sent starting Monday, September 8. 

Voters’ list additions and updates
Voters must add their name to the list or update their name and address by 7 p.m. on Sunday, September 21 for it to appear on the printed voters’ list used in voting places on election day. 

If their name is not already on the voters’ list, an eligible voter with acceptable identification can add their name to the voters’ list when they go to vote in person during: 

  • Advance voting on Saturday, September 20 and Sunday, September 21 from 10 a.m. to 7 p.m., or 
  • Election day on Monday, September 29 from 10 a.m. to 8 p.m.  

Voter Information Cards
Starting Thursday, September 11, Voter Information Cards will be mailed to eligible voters who are on the voters’ list by Thursday, September 4. 

Eligible voters who are on the voters’ list can visit the MyVote webpage to review, print or download a digital copy of their Voter Information Card (VIC) to a mobile device that can be shown at the voting place along with acceptable identification.   

Key details about VICs include:   

  • A VIC provides information about when and where to vote during advance voting or on election day.  
  • Eligible voters do not need a VIC to vote.  
  • A VIC is not an acceptable form of identification for voting purposes.  

Proxy voting
Eligible voters who are unable to vote by mail or in person during advance voting or on election day may appoint a voting proxy to vote on their behalf. A voting proxy must be eligible to vote in a Toronto municipal election and be someone the voter trusts to vote according to their wishes.  

To receive a Voting Proxy Appointment Form, voters can email Toronto Elections at VoterRegistration@toronto.ca or visit the Toronto Elections office during regular business hours from Monday to Friday. The form must be completed, signed by both the eligible voter and their proxy, and certified by the City Clerk in person before 4:30 p.m. on September 29 at either: 

  • The Toronto Elections office at Toronto City Hall, 100 Queen St. W. first floor Permit Alley, or 
  • By appointment only, the Toronto Elections office at 89 Northline Rd. To make an appointment at this location, email VoterRegistration@toronto.ca or call 311. 

Proxy appointment forms can also be certified during advance voting on Saturday, September 20 and Sunday, September 21 at either voting place: 

  • Malvern Recreation Centre, 30 Sewells Rd. 
  • Heron Park Community Recreation Centre, 292 Manse Rd. 

Canada Post service delivery contingency planning 

If a significant Canada Post service disruption impacts the delivery of Voter Information Cards or Mail-In Voting packages: 

  • Voters can visit the MyVote webpage to access their digital Voter Information Card and show it on a mobile device when they go to vote. 
  • Voters who have applied to vote by mail will be provided with additional information about voting options if required.
