Permits are available for individuals to walk four to six dogs on a commercial basis. Permits are issued according to the Commercial Dog Walker Permit Policy

Obtain or Renew a Permit

To obtain or renew a permit:

  1. Complete the Commercial Dog Walker Permit application, including the permit conditions section
  2. Provide evidence of Commercial General Liability insurance coverage for the full term of the permit in the amount of $2,000,000 for bodily injury, property damage and personal injury liability including the City as an additional insured
  3. Pay the permit fee (HST included)

Fees starting January 1, 2024:

  • $328/one-year
  • $164/six-months
  • $82/three-months

  • by email to pfrcustomerservice@toronto.ca
    • payment is not accepted through email
    • staff will contact the applicant about payment after the application has been received
  • in-person to a Client Services location

Lost Permits

Any lost Commercial Dog Walker permits will be subject to a replacement fee of $50.

Enforcement, Suspension and Appeal Process

Violations of the Commercial Dog Walker Permit Policy and non-compliance with Municipal Code Chapters 608, Parks and 349 Animals will be recorded and tracked by Parks, Forestry and Recreation for further action if necessary, including permit suspension.

A permit holder whose commercial dog walker permit has been suspended may appeal the decision of the General Manager of Parks, Forestry and Recreation, and request to be heard by the Commercial Dog Walker Permit Appeal Committee. A non-refundable fee of $200 must accompany the request.
