City Council adopted Official Plan Amendment 557 and Zoning By-law 941-2021 for inclusionary zoning at its meeting on November 12, 2021. Read the Notice of Adoption.

The City of Toronto has adopted an inclusionary zoning policy that would require new residential developments to include affordable housing units, creating mixed-income housing. Our city is growing and we want to make sure new housing is affordable for those who call Toronto home. Inclusionary zoning is one solution among a range of City initiatives to help address Toronto’s housing needs.

Additional work is being advanced on inclusionary zoning Implementation Guidelines and additional market analysis in areas such as Little Jamaica, the Sheppard subway corridor, and Mount Dennis.
