In July 2018, Council adopted the Yonge-Eglinton Secondary Plan (OPA 405), which was approved with modifications by the Province in June 2019. OPA 405 provides policy direction on intensification and accompanying infrastructure improvements in the Midtown area. OPA 405 also includes policy to prioritize a multi-functional signature public park on the lands of the Davisville Yard and highlights the area for further study in the Parks and Open Space Network Plan.
In adopting OPA 405, Council also directed staff to undertake a Special Study to explore the possibility of decking over the Davisville Yard. This is an outcome of the Council-endorsed Midtown Parks and Public Realm Plan, which highlights decking the Davisville Yard as a major opportunity to deliver a mixed-use office district with a signature public park.
CreateTO, the City of Toronto’s real estate agency, is collaborating and working in partnership with the City of Toronto, City Planning Division and in consultation with the Toronto Transit Commission (TTC), on the decking feasibility study of the Davisville Yard (“Yard”) and development concept plan for the McBrien Site located at 1900 Yonge Street.
This work responds to City Council direction to undertake a comprehensive study to explore decking over the Davisville Yard, and to conduct site due diligence and community consultations with respect to 1900 Yonge Street (McBrien Site) as part of the ModernTO Initiative.
The comprehensive study will be advanced through a stage-gate approach. Stage 1 will include a review of existing conditions, identifying strengths, opportunities and constraints and developing a vision and guiding principles. This will support the preparation of preliminary development concepts supported by technical decking considerations, identification of a preferred concept and advancement of a more detailed development concept for the McBrien Site. Stage 2 will focus on the refinement of a preferred concept and further detailed engineering and costing analysis.
The Next Stop: Davisville study area is the Davisville Yard and the McBrien Building at 1900 Yonge Street. This area is generally bounded as follows:
North: Imperial Street
East: Yonge Street
South: The Beltline Trail
West: Frobisher Avenue
As the Davisville Yard Study advances, staff will be hosting consultation activities to seek public feedback and help shape the recommendations of the study. The project team has prepared a detailed engagement summary for Stage 1 of Next Stop: Davisville. This summary includes information on the project background, the engagement strategy, the preferred concept and the feedback received from the community stakeholders from April 2022 to February 2023.
On January 19, 2023, an in-person public information session was held to provide an update on the project. City and Project Staff were available at the event to hear questions and comments about the preferred concept and the Public Information Session Presentation. A one-page event dashboard provides a high-level summary of the meeting and the most discussed topics.
On May 26, 2022, the team held a virtual workshop with local residents and stakeholders. The meeting began with a review of the project background and existing site conditions in and around the Davisville Yard. This was followed by a discussion of the draft Vision and Guiding Principles, and a facilitated workshop to identify priorities for the site and potential scenarios for the future park.
