Toronto City Hall

The Policy and Finance Committee was responsible for setting financial priorities and recommending the annual budget. It monitored budget performance and recommended in-year changes to vary City spending from the approved annual budget.

The former Budget Advisory Committee assisted the Policy and Finance Committee by co-ordinating the preparation of the annual capital and operating budget and reviewed other matters having a significant impact on a future budget.

The Policy and Finance Committee, in addition to the financial mandate noted above, was responsible for:

  • the corporate strategic plan
  • corporate intergovernmental and international activities
  • annual budgets of the City's Agencies, Boards and Commissions (ABCs)
  • tax policies
  • matters cutting across different Departments and ABCs
