Nominations may be filed by candidates prior to Nomination Day at any time, Monday to Friday, 8:30 a.m. to 4:30 p.m., excluding statutory holidays, from Monday, January 4, 2010 to Thursday, September 9, 2010.

On Nomination Day (Friday, September 10), nominations may only be filed between the hours of 9 a.m. and 2 p.m. at City Hall, Council Chamber.

Campaign period

The campaign period begins on January 4, 2010 or when a candidate files his or her nomination paper, whichever is later, and ends on December 31, 2010 unless the candidate withdraws the nomination, the City Clerk rejects the nomination or the candidate is continuing their campaign to erase a deficit.

The City's website allows candidates to obtain campaign information, to ask questions and to access interactive guides and the Electronic Financial Filing System (EFFS).

To access EFFS, candidates must complete and submit the Terms of Use Agreement and submit it to the City Clerk.

Revision - Application to Remove an Elector's Name

An individual may make an application to remove an elector's name from the voters' list. The City Clerk will determine if the name is to be removed.

Eligible electors whose names are not on the voters' list or whose names are shown incorrectly on the list may request to be added to the voters' list or have the information on the list amended by filling out a Voters' List Change Request form with the City Clerk's Office or at the voting place.

Proxy Vote Certificates

Electors appointed as voting proxies must apply for their proxy voting certificates in the City Clerk's Office during these times.

On each day of an advance vote, the City Clerk's Office will be open weekdays from 8:30 a.m. to 5 p.m. and weekends from 12 p.m. to 5 p.m. for the purpose of issuing proxies. The City Clerk's office will be closed on Thanksgiving Monday.

On Election Day (Monday, October 25, 2010), proxy vote certificates are available only between 8:30 a.m. to 4:30 p.m.

Advance Voting Days

Electors may vote prior to Election Day for any reason.

Weekday advance voting will be held at City Hall, Etobicoke, York, North York, East York and Scarborough Civic Centres.

On Saturday, October 16 and Sunday, October 17 advance voting will be available at one location in each of the City's 44 wards. Weekend Advance Vote locations (PDF).

End of Campaign period

This is the end of the campaign period unless the candidate withdraws the nomination, the nomination is rejected by the City Clerk or the candidate is continuing the campaign to erase a deficit. Candidates may not raise funds or incur expenses beyond this date unless they have a deficit and have notified the City Clerk of the extension to the campaign period.

Notification to the City Clerk of a Deficit and Continuation of Campaign Period

If a candidate has a deficit on this date and wishes to continue campaigning to eliminate the deficit, the candidate must notify the City Clerk on the prescribed form on or before 2 p.m., December 31, 2010. Failure to do so will mean that the campaign period automatically ends on this date.

Last day to apply to the Court for a filing extension

This is the last day a candidate may apply to the Ontario Court of Justice to have their financial filing deadline extended for a maximum of 90 days.

Deadline for filing of Financial Statements

This is the final date by which all nominated candidates must file their financial statement. The statement covers the period from the day the candidate filed their nomination paper until December 31, 2010. The candidate must notify the City Clerk, in writing, of the Court application by 2 p.m. on the filing date. Penalties commence at 2:01 p.m.

All candidates who did not file the required financial statement will be sent a Notice of Default, by registered mail, outlining the penalties.

Extension of Campaign period - Reporting period

Candidates who extended their campaign to erase a deficit are responsible for filing a supplementary financial filing. This filing covers the day the candidate filed their nomination paper until June 30, 2011.



Beginning of September 2011

First batch of Contribution Rebate Cheques mailed

Rebate cheques will be mailed the first week of September to eligible contributors who:

  • Made contribution(s) on or before December 31, 2010 and
  • Submitted their rebate application(s) by August 19, 2011

Last day to apply to the Court for a filing extension (Supplementary Financial Filing)

This is the last day a candidate may apply to the Ontario Court of Justice to have their financial filing deadline extended to a maximum of 90 days.

Deadline for Supplementary Financial Filing

Financial statements cover the campaign period from the day the candidate filed their nomination paper until June 30, 2011.

Candidates must notify the Clerk before 2 p.m. of their application to the Ontario Court of Justice for an extension. Penalties commence at 2:01 p.m.

Deadline for Contribution Rebate Applications

All candidates should encourage their contributors to mail in the rebate forms as soon as they receive them. Final date by which contributors can file their rebate application for any contributions made to Council candidates in the 2010 election.
