As an employer the City believes that continuous learning contributes to a skilled, knowledgeable and productive workforce.

Two learning maps provide an overview of corporate courses offered in the City of Toronto, systematically clustered to help staff personalize their professional development plans. A Toronto Public Service learning map identifies internal courses for all roles -- frontline staff, administrative/support, technical/professional, supervisor, manager and director. A Strong and Effective Leaders learning map focuses on courses for supervisors, managers and directors.

Shape the City
Shape the City provides Toronto Public Service managers and executives a variety of unique learning opportunities to develop and refine leadership skills and style.
  • Competency Development Self-Assessment will help you assess your skills and explore your learning needs.
  • An Executive Development Program addresses critical issues for senior staff in the Toronto Public Service to enhance leadership effectiveness and is an opportunity for participants to use their enhanced leadership capacity to solve problems and make a difference.
  • Effective Management Skills is an intensive program that exposes participants to leading edge ideas, concepts and approaches to managing to help them build and refine skills needed to lead, manage and effect change in themselves and others.
  • A Diploma in Public Administration program is offered on-site in partnership with the University of Western Ontario.
  • Learning Summits are one or two-day initiatives for all City staff designed to promote a shared culture based on the three pillars of the Toronto Public Service: service, stewardship and commitment.
