Successful applicants will enhance their skills in customer service, problem-solving, and teamwork. Review the Election Official responsibilities, requirements, pay, and time commitments, including training and working hours.

In addition to meeting the requirements outlined for each specific position, you are eligible to apply for an election official position if you meet the following criteria:

  • You are eligible to work in Canada
  • You are 18 years of age or older on or before election day
  • You have a valid Social Insurance Number

If appointed to a voting place position:

I will act faithfully in the capacity set out in my appointment and perform all the duties required by law without partiality, fear, favour or affection;

That I will maintain and aid in maintaining the secrecy of the voting; and I will not, nor attempt to:

  • Interfere with an elector when they are marking their ballot;
  • Obtain or communicate any information as to how an elector is about to vote or has voted, or
  • Directly or indirectly, induce an elector or show their marked ballot to any person.

  • Supporting or opposing a candidate before or during an election
  • Seeking nomination or being a candidate or registered third party advertiser in the election

Managing Deputy Returning Officer (MDRO)

Special Requirement

  • Must have supervisory experience or previous experience in this role.

Responsibilities and Requirements

  • Manages a large voting place with 5 – 12 staff
  • Manages the voting place to ensure staff are following correct procedures
  • Distributes and packs up supplies, and completes all paperwork
  • Sets up, opens and closes the voting place
  • Must have access to a cell phone
  • Must have excellent customer service and problem solving skills
  • Must be highly organized and a team player
  • Previous election experience an asset
  • Some physical activity and lifting may be required to set up and dismantle the voting place

Time Commitment

  • Mandatory training sessions:
    • In-class: approximately 1.5 hours
    • Online: approximately 1 hour
  • Election day: 8 a.m. to approximately 9 p.m.

Deputy Returning Officer (DRO)

Voter Assist Terminal Deputy Returning Officer (VAT Officer)

Special Requirement

Must be able to work two (2) days of advance voting days (June 8 – 13, 2023) in addition to election day (June 26).

Responsibilities and Requirements

  • Assists with opening and closing the voting place
  • Sets up the voter assist terminal
  • Assists electors that wish to use the voter assist terminal
  • Assists with other various duties
  • Must be able to lift up to 40 lbs

  • Mandatory training sessions:
    • In-class: approximately 1.5 hours
    • Online: approximately 1 hour
  • Election day: 8 a.m. to approximately 9 p.m.

Tabulator Deputy Returning Officer (Tabulator Officer)

Responsibilities and Requirements

  • Assists with setting up and closing of the voting place
  • Receives ballots from voters and feeds ballots into vote tabulator
  • Assists with various duties
  • Must have excellent customer service skills
  • Some physical activity and lifting may be required to set up and dismantle the voting place

Time Commitment

  • Mandatory training sessions:
    • In-class: approximately 1 hour
    • Online: approximately 1 hour
  • Election day: 8 a.m. to approximately 9 p.m.

Ballot Deputy Returning Officer (Ballot Officer)

Responsibilities and Requirements

  • Assists with set up of the voting place to ensure it opens at 10:00 a.m.
  • Locates voters on the voters’ list
  • Marks voters as voted
  • Issues ballots and administers oaths
  • Ensures forms are filled out correctly and signed
  • Must have excellent customer service skills
  • Must be highly organized and a team player

Time Commitment

  • Mandatory online training session – approximately 1 hour
  • Election day: 8 a.m. to approximately 9 p.m.

Revising Deputy Returning Officer (Revising Officer)

Responsibilities and Requirements

  • Assists with set up of the voting place to ensure it opens at 10:00 a.m.
  • Assists voters who need to add, change or remove their name or information on the voters’ list
  • Ensures forms are completed correctly and signed
  • Must have excellent customer service skills
  • Must be highly organized and a team player

Time Commitment

  • Mandatory online training session – approximately 2 hours
  • Election day: 8 a.m. to approximately 9 p.m.

Standby Deputy Returning Officer (Standby Officer)

In addition to this role being available for election day, you can apply to work as a Standby Officer during advance vote. The advance vote period is June 8 to 13. Minimum commitment of two (2) consecutive days to a maximum of four (4) days.

Special Requirement

  • Must have cell phone and access to a vehicle

Responsibilities and Requirements

  • Prepares to be dispatched to fill any voting place position
  • If deployed to fill a voting place position:
    • May process voters and issues ballots and/or administer declarations
    • May add voters or make changes to the voters’ list
    • May operate a vote tabulator
  • Must have excellent customer service and problem solving skills
  • Must be highly organized and a team player
  • Previous election experience is considered an asset
  • Some physical activity and lifting may be required to set up and dismantle the voting place

Time Commitment

  • Mandatory online training session – approximately 1 hour
  • Election day: 8 a.m. to approximately 9 p.m.

Pay

Election Day: $265

  • Standby Officers are paid $265 while waiting at the ward centre for an assignment.  If a Standby Officer is deployed, they will be paid a minimum of $265 or the rate of the assigned role.

Advance Vote: $125 (daily)

  • Standby Officers are paid $125 while waiting to be called for an assignment.  If a Standby Officer is deployed, they will be paid in accordance with their assigned role.

Toronto Elections continues to work closely with public health authorities to follow Provincial requirements and implement health and safety guidelines that ensure voting places will be safe for everyone this June.

Payment Schedule

Election pay cheques are mailed to the address you provided/entered when you first created your Election Jobs account. The target date for you to receive your cheque is approximately six weeks after election day.

Record of Employment

Election Officials who worked 35 hours or more can view and print copies of their Record of Employment by creating and/or accessing their My Service Canada Account.

Deductions and Income Tax

Election Officials who work 35 hours or more and/or earn $500 or more are subject to statutory deductions, which may include income tax, Employment Insurance and Canada Pension Plan.

CPP

If you are exempt from CPP contributions and experienced deductions to your 2022 municipal election event pay, please contact the Canada Revenue Agency for guidance.

T4 Slips

T4 slips are only issued if statutory deductions are made from your election pay and will be issued by the City’s Pension, Payroll & Employee Benefits Division mid to late February of the following taxation year. If you worked less than 35 hours, you will not be issued a T4 slip.

Expense Claims

Expenses you may incur, including cell phone use, parking, mileage and transit, were considered when determining pay rates for each position. Expense claims are not eligible for reimbursement.

Training Payment

Compensation for training hours are included in your event pay. Please note:

  • If you attend training, but do not fulfill your work assignment, you will not be paid.
  • If you don’t attend training, you will be removed from your work assignment.
