2. ESTABLISHMENT OF A TORONTO PEDESTRIAN COMMITTEE.

The Committee will receive an oral update from Ms. Joan Doiron, Chair, Pedestrian Issues Sub-Committee, on the status of activities to establish a Toronto Pedestrian Committee.

3. GOVERNANCE PLAN/RECONSTITUTION OF CYCLING COMMITTEES.

Network Planning Sub-Committee

(January 19, 1998)

 

Advising that discussion of the Governance Plan at the meeting of the Metropolitan Cycling and Pedestrian Committee on December 10, 1997, was not concluded due to loss of quorum; and that this matter was referred to Mr. Jack Becker and Councillor Jack Layton for information and any action deemed appropriate; that the draft Governance Plan is now ready for consideration by the Committee and input from other cycling and pedestrian committees; and further advising that the final Governance Plan should be forwarded to the Special Committee established to review various recommendations of the Transition Team and City Council; and recommending that the Metropolitan Cycling and Pedestrian Committee approve the draft Governance Plan and forward it to the cycling committees in the former Cities of Toronto and North York for endorsement.

 

4. 1998 BIKE WEEK.

Ms. Joanna Beyersbergen, Urban Planning, City of Toronto, will report to the Committee on the status of the plans for 1998 Bike Week.

5. 1998 TORONTO INTERNATIONAL BICYCLE SHOW.

 

The Metropolitan Cycling and Pedestrian Committee will receive an oral report from the Working Group struck at the meeting of the Committee on December 10, 1997, to develop, in consultation with other municipal cycling and pedestrian committees, a theme for the exhibit at the 1998 Toronto International Bicycle Show, and to undertake any necessary administrative tasks.

6. 1998 INTERIM MEETING SCHEDULE.

Recommending that:

 

(1) until such time as a decision is made regarding the reconstitution of cycling/pedestrian committee(s) in the new City of Toronto, meetings of the former Metropolitan Cycling and Pedestrian Committee be held at six-week intervals;

 

(2) the existing sub-committees meet on a frequency as determined by their Chairs; and

 

(3) in the interim, the current Co-Chair/Chairs of the Committee and Sub-committees, respectively, continue in their positions.

7. F.G. GARDINER EXPRESSWAY EAST DISMANTLING PROJECT.

Recommending that the Metropolitan Cycling and Pedestrian Committee recommend to the Urban Environment and Development Committee that it support:

 

(1) the reduction in the number of lanes from the Don River to Leslie Street by bringing the expressway to ground elevation for this section as:

 

(i) it is the lowest long-term cost solution to rectifying the deteriorating elevated expressway;

 

(ii) ongoing operations and maintenance requirements will be reduced;

(iii) it is in line with the Official Plan to improve the quality of the environment for the City;

 

(iv) it is in line with the Official Plan's desire to realign the transportation modes usage de-emphasising the use of private motor vehicles;

 

(v) it supports Canada's commitments at the recent Kyoto resolutions; and

 

(vi) it better matches forecasted motorized vehicle usage for this road with physical road facilities.

 

(2) the implementation of the road humanization recommendations developed by Toronto Transportation and its consultants in concert with the F.G. Gardiner Expressway East Dismantling Project Design and Construction Liaison Group, which includes bicycle paths, sidewalks, road art, and green naturalization initiatives which, besides contributing to the improvement of air quality it should also contribute to reduction of the speeding problem that faces the City;

 

(3) recognizing that this section of the Lakeshore is also a transportation corridor, the extension of the proposed bicycle path:

 

(a) to the east on the boulevard on the north side of Lakeshore Avenue to Coxwell Avenue and then on the boulevard on the west or east side of Coxwell Avenue to Eastern Avenue/Queen Street with linkage on Lakeshore Boulevard at Coxwell Avenue to the Martin Goodman Trail on the south side, using an exiting underpass if possible, thereby providing more efficient commuter cycling from the beaches and Scarborough to downtown and also relieving the over-capacity situation on the Martin Goodman Trail both for cyclists and pedestrians; and

 

(b) to the west connecting to the Don Trail (northbound) and to the existing bicycle path section that continues to Cherry Street and then to Parliament Street (downtown access);

 

(4) the improvement of the Cherry Street/Lakeshore Boulevard intersection for pedestrians, cyclists, commercial vehicles and other motorized vehicles, recognizing the difficult lines of vision and other impediments to safe usage of this intersection.

 

8. SAFE AND SOBER COALITION.

 

Mr. Phil Piltch, Chair, Security, Safety and Education Sub-Committee, will give a status report on the Safe and Sober Coalition program.

9. FOOT AND BICYCLE COURIERS - REVENUE CANADA TAXATION.

Advising that a Federal hearing will take place in either late winter or the early spring respecting his request that Revenue Canada allow foot and bicycle couriers to claim as business expenses, the cost of monies spent fuelling their deliveries; and requesting the Committee to provide him with a letter of support concerning this matter.

 

 

10. RESIGNATION OF MS. HELEN LANDRIGAN FROM

THE METROPOLITAN CYCLING AND PEDESTRIAN COMMITTEE.

Advising, with much regret, that she has decided to resign from the former Metropolitan Cycling and Pedestrian Committee; and attaching, for information, a newspaper article, headed "New Burlington By-law Lets Cyclists Use Sidewalk".

The Outstanding Items of the Metropolitan Cycling and Pedestrian Committee from January, 1997 to October, 1997, which were not considered at the meeting of the Committee held on December 10, 1997, due to loss of quorum, will be reviewed at this meeting and Members of the Committee are requested to make appropriate recommendations with respect thereto.
