The purpose of this report is to present the results of an investigation for the installation of an all-way stop control at the intersection of Burrard Road and Caulfield Road.  A staff assessment has determined that the criteria for the installation of an all-way stop for this location have not been achieved.  Specifically, the minimum warrant requirements are not met at this intersection due to the low traffic volumes entering from the minor streets and the good safety record.

1.                Requested the District Manager, Municipal Licensing and Standards, Etobicoke York District, to report to the Etobicoke York Community Council on the following aspects of store front personal loan businesses within the Etobicoke York District:

 

a.        the nature and operation of this type of business;

 

b.        issues of a municipal nature arising from operation of this type of business; and

 

c.        the extent of municipal, provincial and/or federal regulations applying to the operation of this type of business.

Summary

Member motion regarding pay day loan store front businesses opening in Ward 11 - York South-Weston, which provide personal loans.  These businesses are often advertised as providing loans in the form of a pay day advance and appear to operate separate from conventional banks and trust companies.

 

As there appears to be a proliferation of these type of businesses in some neighbourhoods within the Etobicoke York District, it would be appropriate for City staff to report on the nature of these type of businesses, issues of a municipal nature that may be associated with these types of businesses and the extent of municipal, provincial and/or federal regulation of these businesses.

Rejuvenation of Lands Located North-west of Black Creek Drive and Eglinton Avenue

Etobicoke York Community Council:

 

1.                 Directed the Chief Planner and Executive Director to contemplate and recommend appropriate planning strategies for growth and change in the proximity of Eglinton Avenue West and Black Creek Drive area, including Official Plan policies and the use of a community improvement plan under the Planning Act to stimulate potential redevelopment on Weston Road and Trethewey Drive, that complements the  road network and the Toronto Transit Commission maintenance and Storage Facility on the Kodak lands, as well as other proposed developments in the area and provide a status report to the EtobicokeYork Community Council for its first meeting of 2011.

Summary

Member motion regarding the revitalization of the industrial area bounded by Black Creek Drive, Eglinton Ave, Jane Street and Trethewey Avenue has received considerable City attention and effort but there has been limited progress. 

 

The general consensus is that the planned transit improvements in the area will trigger significant rejuvenation and re-development. In an effort to ensure that appropriate and desirable developments occur, I am requesting that the City of Toronto adhere to good planning principals so that the Black Creek Drive and Eglinton Avenue node becomes a key transportation network destination.

1.                Reopened Item EY33.48, entitled “City-owned Land Between the South Limit of Portage Avenue and the North Right-of-Way Limit of Gary Drive”, adopted at its meeting of January 12, 2010.

 

2.                Amended the Item by requesting the Director of Transportation Services to defer submission of the following requested report until the Ward Councillor has the opportunity to hold public meeting(s) on the issue:

 

a.                Dedicating the existing 10 metre wide strip of city-owned land located between the south limit of the north leg of Portage Avenue and the north right-of-way limit of Gary Drive as a public walkway and to allow the owners of 74 and 76 Portage Avenue vehicular access to their properties from Portage Avenue.

 

b.                Removing the 1 foot reserve in place at the north end of the existing City-owned land located between the south limit of Portage Avenue and the north right-of-way limit of Gary Drive and dedicating the reserve as public highway.

1.         Re-opened Item EY33.13 entitled, "Sign Variance Report - 2150 Lake Shore Boulevard", adopted at its meeting of January12, 2010.

 

2.               Approved the variance from Chapter 215, Signs, of the former City of Etobicoke Municipal Code at 2150 Lake Shore Boulevard West, subject to including the following additional requirement:

 

a.                 Licensing fees as required, including those fees as may be required under the new City-wide harmonized Sign By-law.

 

3.                  Directed the City Clerk’s Office to advise the applicant:

 

a.                 upon approval of a variance, of the requirement to obtain the necessary sign permits from the Chief Building Official; and

 

b.                 that the sign permit application related to this approval be filed with the Toronto Building Division prior to April 6, 2010.

At its meeting on January 12, 2010, Etobicoke York Community Council adopted Item EY33.13 recommending the approval of variance from Chapter 215, Signs, of the former City of Etobicoke Municipal Code to install a double faced third party electronic LED ground sign that has 4.27m x 14.6m (14 ft x 48 ft) digital screens for sign faces on the north end of the property with the signs facing the Gadiner Expressway at 2150 Lake Shore Blvd W.
