Committee Decision

The Board:

 

1.         Approved the 2011-2020 Capital Works Program (Revised Schedule 1 attached to the report dated November 24, 2010, from the Chief Operating Officer), including the advancement of the Giraffe House Refurbishment.

 

2.         Directed staff to forward a request to the City to adjust the 2011 Capital Target for the Zoo to $4,500.0 thousand in 2011 and $6,000.0 thousand in subsequent years.

2011 Operating Plan and Budget
Committee Decision

The Board:

 

1.         Approved the 2011 Requested Base Operating Plan and Budget.

 

2.         Approved the new and enhanced service requests, and directed that the two gardeners or two additional fundraising staff be included for consideration by Council.

 

3.         Approved the Business Travel Budget in the amount of $50,496 (less external funding of $10,880) and the Conference Travel Budget in the amount of $71,597, (less external funding of $1,000), and authorized the Chief Executive Officer to reallocate funds within the 2011 travel budget to meet Zoo priorities.

Financial Authorities By-Law - Proposed Revisions
Committee Decision

The Board approved the Financial Authorities By-law No. 2-2010, attached as Appendix I to the report dated November 9, 2010, from the Chief Operating Officer, with the following amendments:

 

1.         Section 11(b) be amended to read: Animal transactions of $5,000 to $24,999 per specimen or $25,000 to $50,000, if more than one specimen (including shipping charges and currency exchange), shall be approved by the Animal Acquisition Committee.

 

2.         Section 39 (b) be amended to read:  The CEO shall report on the operating budget variances at the summary level to the Board on no less than a tri-annual basis.

 

3.         The CEO shall report on the progress of all projects in the approved capital program on no less than a semi-annual basis.

Giant Panda Update
Committee Decision

The Board:

 

1.         Directed that the $2,030.0 thousand for the Giant Panda design be deleted from the 2011-2020 Capital Works Program.

 

2.         Authorized the Chief Executive Officer (CEO) to undertake a Public/Private Partnership process (RFP) to seek one or more partners to design, build and finance a Giant Panda Exhibit and Conservation, Scientific Research and Education Program.

 

3.         Directed the Toronto Zoo Development Division to implement a strategy to secure funding from the donor community, corporate sponsorships, senior orders of government, and eligible grant programs to support the project.

 

4.          In the event that a Public/Private Partnership RFP is not successful, directed that:

 

               a.      the CEO pursue alternative plans to fund and build a Giant Panda Exhibit and Conservation, Scientific Research and Education Program; and

 

               b.      a repayable loan of $850.0 thousand be requested from the City for the design of the Giant Panda Exhibit.

 

5.         Requested the CEO to report back to the Board of Management on the outcome of the RFP process and/or recommend viable alternative option(s) for the Giant Panda Exhibit and Conservation, Scientific Research, and Education Program.

 

6.         Amended the Terms of Reference for the Giant Panda Acquisition Task Force and the Fundraising and Sponsorship Committee to permit other Members of City Council to serve on Zoo Board Committees upon consultation with the Chair and approval of the Board.

 

7.         In the event that Councillor Giorgio Mammoliti is not reappointed to the Board of Management of the Toronto Zoo, directed that he continue as a member of the Fundraising and Sponsorship Committee and the Giant Panda Acquisition Task Force.

Summary

This report outlines the purpose of the Giant Panda Conservation, Scientific Research, and Education Program, the current status and proposed next steps. The Toronto Zoo, Calgary Zoo, and Granby Zoo (consortium) are in negotiations with the Chinese Association of Zoological Gardens to bring a breeding pair of giant pandas to Canada. The Toronto Zoo seeks to issue a Request for Proposal (RFP) to identify a partner(s) to design, build, and finance the giant panda exhibit and program. This arrangement would negate the need for significant City of Toronto funding for the giant panda initiative, while providing a legacy capital facility to be used by the Zoo for other species long after the giant pandas have returned to China.

Biogas Project
Committee Decision

The Board:

 

1.         Authorized the Chief Executive Officer to proceed with negotiations and enter into a Memorandum of Understanding (MOU) between the Board of Management of the Toronto Zoo and Zoo Biogas Co. related to a partnership to build a 500KW biogas facility on Zoo managed land.

 

2.         Requested Zoo staff to report back to the Board of Management on the details of the project including the proposal terms and business model.
