The November 27 noon (12 p.m.) deadline to return your completed Mail-in Voting package has passed.

If you applied for Mail-in Voting you can check the status of your package.

You can only vote once. If you change your mind and haven’t returned your Mail-in Voting package, and want to vote in person, you can vote on election day. You must provide acceptable identification that shows your name and qualifying Ward 20, Scarborough Southwest address.

Once you return your completed Mail-in Voting package, your vote is complete and the option to vote in person is no longer available.

 

Review the drop box locations.

There will be two yellow mail-in voting drop box locations within Ward 20, Scarborough Southwest, and completed mail-in voting packages can be deposited into either drop box. The drop boxes will be available between November 20 and November 27 at noon (12 p.m.).

Drop box locations will be emptied daily and monitored by CCTV until November 27 at noon (12 p.m.).

 

Your completed Mail-in Voting package with required materials must be received by Toronto Elections no later than noon (12 p.m.) local time on Monday, November 27, 2023. Packages received after that time will not be counted.

You can return your yellow return envelope through Canada Post mail with pre-paid postage or hand deliver it to a secure yellow drop box. There will be two drop box locations within Ward 20, Scarborough Southwest.

To track your package, use the confirmation code you received by email after completing your application online. You can view the date your request is processed, the package is mailed and Toronto Elections receives your completed package.

Note: you cannot return your completed Mail-in Voting package to a voting location.

Step 1: Apply

  • Apply to vote by mail from October 23 to November 10 at 4:30 p.m.
  • Apply online or contact Toronto Elections by calling 416-338-1111 (press option 5), before Friday, November 10, by 4:30 p.m.

Step 2: Vote

  • Once processed, Toronto Elections will mail out your voting package starting November 2 to November 14
  • Review the list of candidates running for councillor
  • When you decide on the candidate you want to vote for, mark your ballot by filling in the oval to the right of the candidate of your choice (only use a black or blue pen to mark your ballot)

Step 3: Return

  • Follow all instructions on the Mail-in Voting package
  • Return your completed mail-in voting package to Toronto Elections as soon as possible before the return deadline of Monday, November 27 at noon (12 p.m.)
  • There are two options to return your mail-in vote package:
    1. Use the pre-paid postage and deposit in any Canada Post mailbox to arrive before the November 27 deadline.
    2. Hand deliver to one of the two yellow drop boxes available. You can deposit your completed Mail-in Voting package in any yellow drop box from from November 20 to November 27 at noon (12 p.m.).

To make sure your marked ballot is counted, you must:

  1. Sign and detach the Declaration FormYour vote will NOT be counted if you don’t sign the Declaration Form.
  2. (if required) Place a photocopy of your identification in the yellow Election Return Envelope (Do not seal yellow envelope).
  3. Place the signed and detached Declaration Form into the yellow Election Return Envelope (Do not seal yellow envelope).
  4. Mark the ballot to vote and place it into the white Ballot Secrecy Envelope (Seal the white ballot secrecy envelope).
  5. Place the sealed white Ballot Secrecy Envelope into the yellow Election Return Envelope (Seal the yellow election return envelope).

Toronto Elections must receive the yellow Election Return Envelope with required materials by Monday, November 27, 2023 at noon (12 p.m.), by mail via a Canada Post mailbox, or between Monday, November 20 and Monday, November 27 at noon hand deliver it to a yellow Mail-in Voting drop box.

If you don’t receive your package, but tracking shows a date that it was sent or returned, please notify Toronto Elections immediately. Call 416-338-1111 and press option 5.

When applying for Mail-in Voting, you may be required to upload identification if you are adding yourself or revising your information on the voters’ list.

One piece of identification showing your name and qualifying Toronto (Ward 20, Scarborough Southwest) address is needed when you vote. View the full list of acceptable identification.

Your mail-in voting package will include an official ballot, a declaration/instruction form, a white secrecy envelope and a yellow return envelope with pre-paid postage (within Canada).

Once your application is verified, Toronto Elections will mail your package through Canada Post regular postage beginning November 2. Canada Post international mailing standards indicate 5 to 7 business days for delivery.

You are responsible for mailing your completed mail-in voting package with marked ballot and must pay for the return postage. Toronto Elections will not accept return packages and ballots via email. Toronto Elections will need to receive your return package by our return deadline of Monday, November 27 at noon (12 p.m.) for your vote to be counted.

Another option available to eligible international electors is to vote by proxy, where you may appoint another eligible elector to vote on your behalf by completing and submitting a Voting Proxy Appointment form. To learn more, contact voterregistration@toronto.ca.

You are encouraged to seek assistance from a family member, care giver or designate, but a candidate running in the 2023 by-election for Councillor Ward 20, Scarborough Southwest cannot provide assistance.

Starting November 1, approved braille Mail-in Voting packages will be mailed out through Canada Post in a large bubble envelope that has a braille embossed label with the word “election” on it. Additional resources and instructions will be sent by email when the package is mailed out. Braille package components will include:

  1. A declaration/instruction form in braille and print to be signed and returned.
  2. A braille overlay template for marking your official ballot.
  3. An official ballot.
  4. An official candidate list in braille and print that matches your official ballot and overlay template.
  5. A ballot secrecy envelope with a braille embossed identifying label.
  6. A yellow return envelope with pre-paid postage and braille embossed identifying label.
