The following information applies to:

  • the installation of the new water and sewer service connections/disconnections on City property subject to associated fees
  • owner initiated requests to service upgrade for existing service connections on City property (replacement) including properties with existing double or "Y" connections, where property owner would like to upgrade to a single connection. This will be subject to associated fees.

The City does NOT replace or install water and/or sewer service connections on private property. This is the homeowner's responsibility. We do not refer property owners to contractors for work on private property.

If you are changing your water service on the private side from a half-inch service to a 3/4 inch (19mm) diameter water service it is recommended that you change the City side to match. Replacing both will provide you with the most benefit in terms of pressure and flow.

Requirements for Residential Single Family Dwelling water & sewer service connection installations:

  • New water service connections are required for all new single-family dwellings
  • Water and sewer service disconnects are required when more than 50% of the ground floor level of the existing building has been demolished 
  • Reuse of existing water and sewer service connections is permitted subject to city approval. See below. Criteria for approval.

Water and Sewer Service Connection Re-use

Reuse of existing service connections is subject to City inspection and approval. A non-refundable fee applies. If the existing service connections do not meet the reuse criteria the property owner must apply and pay for new service connections.  Further details on the re-use fee, criteria for a water service or sanitary sewer connection re-use, may be found on the City of Toronto website.

Wait time for Residential Service Installations

Installation will typically occur within 16 weeks of receiving payment. After payment, applicants will be provided instructions on next steps, contact information and service delivery estimates.

Once the new water service has been installed a water turn on must be requested: Residential or Commercial - water service - turn-on - turn-off - billing - disputes

Residential customers requesting larger than a 1 Inch service would have to follow the ICI process.
