Description of Service / Summary

Permits are required for larger picnic gatherings or designated sites in City parks, with specific booking processes, restrictions, and conditions. Rules and cancellation policies apply to ensure safe and appropriate use of park spaces.

Permit Requirements and General Information

  • Any gathering of 25 people or a gathering that requires a designated "picnic" site must have a permit. A social gathering is considered a private event.
  • Certain parks have designated picnic spots and charcoal bbq pits to accommodate large groups. A map of the park with the designated areas can be obtained when you speak to permit staff.

Important Notes

  • NOT all sites are equipped with BBQ's. If the site has a BBQ you are permitted to use it.
  • Permits are not issued for picnics at City beaches.

How to Obtain a Permit

  • By calling the Parks and Recreation Customer Service permit line, or in person at Etobicoke, North York & Scarborough Civic Centres or at City Hall. Permit fees can be made by credit card at the time of booking. Confirmation of booking will be faxed or emailed to applicants for a signature. The confirmation must be returned by the end of the day.

Permit Restrictions

  • No amplified music, DJ sound system, mega phones or microphones
  • Park in designated parking areas only, parking on grassy areas is not permitted.
  • All access roads are restricted to park staff only.
  • Sale of food/items, goods and services, fundraising is not permitted.
  • Tables, BBQs and parking cannot be guaranteed.
  • No balloons or decorations. Banners and signage is not permitted and nothing is to be tied to a tree.
  • No inflatable games, bouncy castles, dunk tanks, generators, tents, tarps, canopies and beach or patio umbrellas.
  • Catering is subject to Park Supervisor approval
  • No Alcohol
  • Please note that fire pits require liability insurance in the amount of two million dollars naming the City of Toronto as additional insured.

Additional Notes

  • it is recommended that you arrive to your picnic area(s) booked for Saturdays, Sundays and Holidays by 10:00 am.
  • if you arrive at your permitted site, and it is occupied, present your permit and explain that you have the site reserved. In these situations, most people will leave the area. If you encounter resistance, and the individuals will not vacate the permitted area, please contact 311, and Parks staff will be contacted.

Cancellation, Refunds and Transfers

  • All confirmed bookings are non-refundable and non-transferable. If a facility is closed by the City due to severe weather or emergency maintenance, the City will work to relocate the booking or provide a credit or refund to the permit holder.
