Suppliers must register on the SAP Business Network to bid on City Solicitations. Suppliers ready to bid can use the Supplier Training Guide for support throughout the bidding process, and search for new opportunities using the Toronto Bids Portal (TO Bids).

The SAP Ariba Supplier Training Guide and mock solicitations have been created to support suppliers interested in doing business with the City. The training guide explains how to register and includes training materials to help test mock Request for Tender, Request for Quotation and Request for Proposal. These simulated events can be used for practice purposes to help you prepare to bid:

Suppliers can browse advertised opportunities using the Toronto Bids Portal (TO Bids)  or the City’s SAP Business Network profile for an up-to-date list of Request for Proposals (RFPs), Request for Quotations (RFQs), Request for Expression of Interest (REOI) and Tenders.

The Canadian Free Trade Agreement (CFTA) requires public-sector organizations such as the City of Toronto to post a Notice of Participation if they participate in Buying Groups. The City of Toronto participates/intends to participate in the buying groups identified below.

All solicitation closings are in accordance to the Municipal Code, Purchasing Bylaw, Chapter 195 . Specific language regarding closing is outlined in each solicitation.

In accordance with the City’s addenda procedure, any addenda published near the closing date of a solicitation will warrant a minimum three-day extension to the solicitation closing date to ensure sufficient time for bidders to revise their responses and resubmit their bids.

Any supplier wishing to withdraw a response submitted, with no further intention of re-submitting, must complete the Withdrawal of Bid - Request letter. The completed letter must be sent to the PMMD Buyer through the Event Messaging Board in the City ’s current online procurement system.
