Applications to apply to vote by mail closed Friday, May 26 at 4:30 p.m. You can track your mail-in voting package using the confirmation code you received by email. Completed packages must be returned to Toronto Elections by Thursday, June 15, at noon (12 p.m.).
After applications are reviewed, Mail-in Voting packages are sent out. The first mailing of packages started May 23.

You must return your completed package to Toronto Elections by Thursday, June 15, at noon (12 p.m.). Return your completed Mail-in Voting package through Canada Post to arrive by June 15, or hand deliver it to a secure Mail-in Voting yellow drop box. One yellow drop box will be available in each ward between June 1 and June 15 at noon (12 p.m.).
Note: If you applied to vote by mail, you will also receive a voter information card. It’s okay. The reason you receive a voter information card is because your name is on the voters’ list. You only need a voter information card when you go to vote in person. You will only be marked as voted if you return your completed mail-in voting package by the return deadline of June 15 at noon.
You can only vote once. If you change your mind and haven’t returned your Mail-in Voting package, and want to vote in person, you can vote during advance vote or on election day. You must provide acceptable identification that shows your name and qualifying Toronto address.
Once you return your completed mail-in voting package, your vote is complete and the option to vote in person is no longer available.

If you are an eligible voter and are looking for an alternative to voting in person, you can apply to vote by mail.
When applying for Mail-in Voting, you may be required to upload identification if you are adding yourself or revising your information on the voters’ list.
One piece of identification showing your name and qualifying Toronto address is needed when you vote. View the full list of acceptable identification.
Your mail-in voting package will include an official ballot, a declaration/instruction form, a white secrecy envelope and a yellow return envelope with pre-paid postage (within Canada).
To make sure your marked ballot is counted, you must:
Toronto Elections must receive the yellow Election Return Envelope with required materials by Thursday, June 15, 2023 at noon (12 p.m.), by mail via a Canada Post mailbox, or between Thursday, June 1 and Thursday, June 15 hand deliver it to a yellow Mail-in Voting drop box.

Completed mail-in voting packages can be deposited into any of the secure yellow mail-in voting drop boxes. The drop boxes will be available between June 1 and June 15 at noon (12 p.m.). Each ward will have one drop box, but you can deposit your package at any location.
Drop box locations will be emptied daily and monitored by CCTV until June 15 at noon (12 p.m.).
Your completed Mail-in Voting package with required materials must be received by Toronto Elections no later than noon (12 p.m.) local time on Thursday, June 15, 2023. Packages received after that time will not be counted.
You can return your yellow return envelope through Canada Post mail with pre-paid postage or hand deliver it to a secure yellow drop box. Each ward will have one drop box.

Note: you cannot return your completed Mail-in Voting package to a voting location.
Once your application is approved, Toronto Elections will mail your package through Canada Post regular postage beginning May 23. Canada Post international mailing standards indicate 5 to 7 business days for delivery.
You are responsible for mailing your completed mail-in voting package with marked ballot and must pay for the return postage. Toronto Elections will not accept return packages and ballots via email. Toronto Elections will need to receive your return package by our return deadline of Thursday, June 15 at noon (12 p.m.) for your vote to be counted.
Another option available to eligible international electors is to vote by proxy, where you may appoint another eligible elector to vote on your behalf by completing and submitting a Voting Proxy Appointment form. To learn more, contact voterregistration@toronto.ca.

You are encouraged to seek assistance from a family member, care giver or designate, but a candidate running in the 2023 by-election for mayor cannot provide assistance.
Starting May 25, approved braille Mail-in Voting packages will be mailed out through Canada Post in a large bubble envelope that has a braille embossed label with the word “election” on it.
