Electronic Financial Filing System Login

The Electronic Financial Filing System (EFFS) is used by Toronto election candidates, designates and third party advertisers to manage campaign finances and submit financial statements. Access is restricted to authorized users.

The Electronic Financial Filing System (EFFS) has been updated for 2026 and now requires you to create a City of Toronto login and link it to your EFFS account. Follow the instructions below to complete both steps.

Step 1: Create a City of Toronto Login

Follow the steps below, or watch the How to Create a City of Toronto Login video tutorial:

Go to EFFS and select “Create a Login.”
Enter your email address and create a username and password.
Follow the on‑screen instructions to verify your email using a one‑time PIN.
Once verified, select “Election Financial Filing” from the “Select Your Service” screen.
Log in to EFFS using your new username and password.

Step 2: Link to EFFS

After logging in to EFFS, follow the on-screen instructions to link your account:

Agree to the “Agreement for Use of MyCampaign and EFFS.”
Enter the email address you used on your Nomination Paper when you filed as a candidate (or on your Notice of Registration if you registered as a third party advertiser).
Verify your account using a one-time verification code.

Important: Once your account is linked, you will not need to verify it again.
