The Guidelines for the Design and Management of Bicycle Parking Facilities are intended to provide a framework for the development of high-quality bicycle parking facilities. With a focus on accessibility, convenience, safety and security, the Guidelines offer comprehensive recommendations for the design, construction, and management of high-quality bicycle parking facilities on private properties, public rights-of-way, and at transit stations. In addition, the Guidelines include operational recommendations, retrofitting strategies and a summary of existing City policies that support the development of high-quality bicycle parking facilities.
The first draft Guidelines were approved for public release and stakeholder consultation by City Council in 2008, authorizing City Planning staff to apply the draft Guidelines in the review and approval of all new developments.
In March 2025 (PH18.3), City Council adopted a significant update to ensure the Guidelines remain relevant, effective and aligned with best practices given growing and changing demand for bicycle parking. The updated Guidelines will serve as a reference for developers and staff to use for integrating high-quality bicycle parking facilities into developments. Through the adoption of the recommended best practices, the Guidelines will create a safe, comfortable, and bicycle-friendly environment that encourages people of all ages, abilities and means to bicycle for everyday transportation, recreation and commercial activity.
