The City is conducting a study to assess the potential of more effectively using the interior public-facing areas of its primary Civic Centres (City Hall, Metro Hall, North York Civic Centre, Scarborough Civic Centre and Etobicoke Civic Centre – New Build).  

The study will identify opportunities to: 

  • Maximize the potential and utilization of the interior public-facing areas in our primary Civic Centres
  • Consider consolidating counter services on the main floors to provide a more seamless customer experience for the public, businesses, and visitors
  • Increased public access to City space; and
  • Generate revenue for the City  

Public engagement is an important part of this process. From May to October 2025, the City will consult community organizations, Indigenous communities, and the broader public, to help better utilize these spaces. 

The engagement process will include two phases of engagement. 

May to June 2025

Focus on helping the City understand the opportunities audiences would like to see explored through this work. It will include: 

  • Workshops with community organizations
  • A public survey
  • Pop-ups in community spaces and events
  • Displays in Civic Centres
  • An Indigenous Community Sharing Meeting 

September to October 2025

Focus on sharing and seeking feedback on the Draft Strategic Plan. It will include: 

  • A virtual meeting with community organizations
  • A public survey
  • Indigenous Community Sharing Meeting 

      The Civic Centres Opportunities Study is being led by the City’s Corporate Real Estate Management team, with support from two consultancy firms:

      • Gensler Architecture & Design Canada Inc., leading the Feasibility Study
      • Third Party Public and Nbisiing Consulting, leading community and Indigenous engagement
