Proposed Changes to User Fees
Toronto City Council will be considering recommendations to pass by-laws to amend the City of Toronto Municipal Code Chapter 441, Fees and Charges, so as to adopt the changes to existing user fees and the new user fees that are proposed in the 2018 Preliminary Operating Budget. The 2018 Preliminary Operating Budget will be considered by City Council on February 12 and 13, 2018.
The changes to existing user fees and new user fees that are proposed in the 2018 Preliminary Operating Budget are noted in the Preliminary Operating Budgets, attached as background documents to Item BU39.1 – 2018 Capital and Operating Budgets.
Attached to this notice are Appendices A to D to the 2018 Operating Budget Briefing Note #4 – Changes to Existing User Fees and New User Fees in the 2018 Preliminary Operating Budget, which outlines changes to existing user fees, new user fees, user fees recommended for rationalization and user fees recommended for discontinuation that are proposed in the 2018 Preliminary Operating Budget.

The Budget Committee has established two subcommittees to hear public deputations on the 2018 Capital and Operating Budgets. The Budget Subcommittee for City Hall, Scarborough Civic Centre and North York Civic Centre Consultation and the Budget Subcommittee for Etobicoke, East York and York Civic Centres Consultation will receive presentations from any person, or their counsel, agent or solicitor, who wishes to speak to the matter at one of the following meetings:

Any comments received after the Committee meetings will be processed to Council.
The Budget Committee will make its final recommendations on January 23, 2018, which will be forwarded for consideration by the Executive Committee at its special meeting on February 6, 2018 and to City Council at its special meeting on February 12 and 13, 2018.
While the 2018 Preliminary Operating Budget sets out the recommended fees, the appropriate Committee may change these recommendations and Toronto City Council may adopt rates that differ from the recommendations, including fees that are higher or lower than the fees being proposed, and may adopt new fees not contemplated in the 2018 Preliminary Operating Budget.

If this matter is postponed at the Committee meeting or Council meeting or considered at a subsequent Committee meeting, no additional notice will be provided other than the information on the subsequent Committee or Council agenda. Please contact the above noted City official or the Program Contact noted on the list of fees if you require notice in these cases.
