Licensed Child Care Centres Inspections

IPAC Inspection Findings

IPAC inspection results disclose crucial, significant, and minor deficiencies observed at the time of an inspection. Details of the IPAC inspections conducted at licensed child care centres over the past two years are reported on this site and can be downloaded from the City’s open data server. Reporting and Disclosure

Toronto Public Health will disclose all licensed child care centre IPAC \ inspection results online on Toronto Public Health’s licensed child care centre disclosure webpage.

Types of Results and Addressing Deficiencies

Information about the three types of inspection results can be found below. When deficiencies are observed Public Health Inspectors will provide directions to the child care owner/operator to correct the deficiency.

Satisfactory

A Satisfactory result is issued when only minor or no deficiencies observed during an inspection.

Re-inspection Required

A Re-inspection Required result will be issued when one or more significant or crucial deficiencies are observed during an inspection.

When issued, a Public Health Inspector will work with the child care operator to re-inspect the licensed child care centre within 24 to 48 hours of the initial inspection. If the deficiencies are corrected at the time of inspection and no other deficiencies or only minor deficiencies are found a Satisfactory result will be issued. If repeated non-compliance is observed Toronto Public Health will escalate to the Ministry of Education.

Closed

If a health hazard is observed during the inspection the Public Health Inspector will order the owner and/or operator to close the licensed child care centre and remove or eliminate the health hazard.

Public Health Inspectors will work with the child care owner and/or operator to monitor the premises and ensure compliance with the Order. Failure to comply with an Order to Close may lead to enforcement action.

When the Order is complied with, and the health hazard eliminated the licensed child care centre will receive a Satisfactory result and the centre may re-open. Toronto Public will notify the Ministry of Education to inform them of the Order and inspection result.
