Affordable rental housing provides lower-than-average market rents, helping to make living in Toronto more affordable.

In Toronto, affordable rent is set at or below Average Market Rent (AMR), as defined each year by the Canada Mortgage and Housing Corporation (CMHC) in the Rental Market Report.
The City works with housing developers to create new affordable rental homes in purpose-built rental developments. These partnerships increase access to affordable housing by ensuring that a portion of new rental homes are offered at or below Average Market Rent (AMR).
When new affordable rental homes become available, the housing developer opens an expression of interest (EOI) period.
New affordable rental homes are opening at 65 Trinity St. and 432 Cherry St. in early 2026 – the latest additions to Canary Landing, a new, vibrant and warm community in the heart of Toronto’s Canary District.
The 112 new, affordable rental homes will be available through a random selection process coordinated by West Don Lands Rentals. Homes include 1-, 2-, 3- and 4-bedroom apartments and townhouses. Monthly rents for these homes are listed below and will be subject to Provincial annual rent increase guidelines.
| Unit Type | Monthly Rent |
|---|---|
| 1-bedroom apartment | $1,715 |
| 2-bedroom apartment | $1,985 |
| 3-bedroom apartment | $2,268 |
| 4-bedroom apartment | $2,625 |
| 1-bedroom townhouse | $1,708 |
| 2-bedroom townhouse | $1,841 |
| 3-bedroom townhouse | $1,973 |
| 4-bedroom townhouse | $2,657 |
To be entered into the random selection process, interested and eligible residents can apply by completing an expression of interest. For more information about the affordable rental homes and the random selection process, visit the project website at westdonlandsrentals.ca.
The deadline to apply is December 1, 2025, at 5 p.m. EST.

When new affordable rental homes become available, the housing provider opens an expression of interest period. During this time, individuals and households can apply.
After the EOI closes:
This process usually takes 60 to 90 days after the EOI closes.
Housing providers must follow the Residential Tenancies Act and are expected to work with successful applicants so they can give proper notice to their current landlords.
The current process is an interim approach used by both private, non-profit and co-operative housing providers.
The City of Toronto is creating a new Centralized Access System for Affordable Rental Housing. This future system will provide a single, consistent way for residents to apply.
