The City of Toronto plans to replace the watermain and the City-owned portion of substandard water services on Bathurst Street from Steeles Avenue to Kingsbridge Court. This construction also includes road resurfacing, installing one-way cycle tracks on both sides of the road in the boulevard, TTC priority measures, pedestrian safety improvements, new streetscaping with greening, and traffic signal upgrades.

This project is part of the Council-approved 2026 Capital Works Program to renew our aging infrastructure, improve water distribution and reduce the risk of watermain breaks.

Construction is anticipated to begin in late May 2026 with watermain replacement, and work will continue until December 2026. There will be a pause in construction over the winter, and the City’s contractor will  return in April 2027.  Construction is anticipated to be complete by October 2027.

Following the completion of this work, a second phase of construction on Bathurst Street is planned in 2028 from Kingsbridge Court to Bainbridge Avenue, south of Sheppard Avenue West.

Pre Construction Notice– April 2026

The City of Toronto is planning a coordinated infrastructure and streetscape upgrade along Bathurst Street, spanning approximately 4.7 km from Steeles Avenue to Bainbridge Avenue and Raoul Wallenberg Road.

The project includes replacement of the aging watermain and substandard water services between Steeles Avenue and Kingsbridge Court, combined with full road resurfacing. Additional improvements include new cycle tracks and multi-use trails, TTC priority measures, traffic signal upgrades, and enhanced bus stops.

Streetscaping will be improved through tree planting and green infrastructure to support stormwater management. The design follows complete street principles and aligns with the City’s 2025–2027 Cycling Network Plan and Vision Zero Road Safety Plan, with no removal of motor vehicle lanes.

Changes were approved by City Council in March 2025 and will be implemented through two stages of construction along Bathurst Street:

  • From Steeles Avenue West to Kingsbridge Court, 2026-2027
  • From Kingsbridge Court to Bainbridge Avenue, 2028-2029

Work Hours

Watermain work will take place between 7 a.m. and 7 p.m., Monday to Saturday, with late work or weekend work when needed. ​Excavation and heavy concrete breaking will occur at various times throughout the day.

Accessibility Accommodation

The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible. This work is anticipated to commence in late May/early June 2026 with watermain replacement anticipated to be complete by the end of 2026. The contractor will demobilize over the winter and return in April 2027 to finish the road work, anticipated to be complete by October 2027. Phasing details will be released shortly. Phasing and timelines are subject to change.
