The City of Toronto plans to replace the combined sewer and combined service lateral pipes on College Street from Yonge Street to Bay Street. The City of Toronto and Toronto Transit Commission will also replace to renew the TTC tracks on College Street/Carlton Street from Bay Street to Church Street. 

This work is required to bring the combined sewer and streetcar track infrastructure to a state of good repair and is part of the Council-approved 2026 Capital Works Program. 

Work is anticipated to commence in March 2026 with a pause in construction from mid April to end of July 2026 and be completed in December 2026.

The work area is along College Street and Carlton Street from just west of Bay Street to Church Street to the east.

Work Hours

Work on this project will take place 24 hours a day, 7 days a week. Excavation activities and heavy breaking will be carried out at various times throughout the day. All concrete breaking activities will occur between 7 a.m. and 11 p.m. Concrete breaking work is the most disruptive and will typically last the first one to two days for each phase of the construction. Around-the-clock work during rail installation by TTC is required to preserve the integrity and quality of new rail and concrete. Overnight rail work by TTC may consist of moving new rail into position, rail installation and rail welding / grinding.

The City has been working with businesses and property management representatives to accommodate delivery and loading activities during construction. Accessibility Accommodation

The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible. The project is expected to begin in March 2026 and is expected to be complete by end of December 2026. Phasing and timelines are subject to change.

Phase 1 – March 2026 to Mid April 2026

  • TTC track replacement at College Street and Bay Street intersection.
  • The intersection will be fully closed to vehicles and bicycles.
  • Temporary sidewalk closures may be required. Pedestrian detours and signage will be in place.  
  • Access to businesses and properties will be maintained.

Pause in construction – Mid April 2026 to end of July 2026

To accommodate FIFA World Cup 2026™, the contractor will fully demobilize from the site to help manage congestion and minimize disruptions.  

  • The City’s contractor will remove all equipment 
  • All travel lanes and sidewalks will be maintained as normal. 

Phase 2 – End of July 2026 to September 2026

  • Sewer replacement on College Street from Yonge Street to Bay Street and TTC track renewal on Carlton Street from Church Street to Yonge Street.
  • At a minimum, one travel lane will be maintained in each direction on College Street and Carlton Street. 
  • Temporary closures of sidewalks may be required. Pedestrian detours and signage will be in place.  
  • Access to businesses and properties will be maintained.

Phase 3 – September 2026 to December 2026

  • TTC track renewal on College Street from Yonge Street to Bay Street. 
  • No through travel permitted on Yonge Street (north/south) through College Street intersection while track replacement is underway. 
  • At a minimum, one travel lane will be maintained in each direction on College Street and Carlton Street. 
  • Temporary closures of sidewalks may be required. Pedestrian detours and signage will be in place.  
  • Access to businesses and properties will be maintained.

Once construction is complete, TTC crews will test the newly constructed tracks.
