The City of Toronto is inviting residents to learn more and provide feedback on planned roadway improvements along Kipling Avenue, from Mount Olive Drive to Albion Road. These improvements aim to enhance safety and accessibility for all road users – including pedestrians and people who cycle, take transit or drive.

The roadway improvements include a new multi-use trail, cycle tracks, enhanced streetscaping and greenery, upgrades to intersections, transit stops, safety features, and accessibility. These improvements support the City’s Vision Zero Road Safety Plan, Complete Streets Guidelines, and the TransformTO Net Zero Climate Action Strategy. No vehicular travel lanes will be removed as part of this project.

The roadway improvements would be completed as part of planned road resurfacing along Kipling Avenue in 2026. Construction is planned to begin in Spring 2026 and be completed in Summer 2027.

The Kipling Avenue Roadway Improvements project extends along Kipling Avenue from Mount Olive Drive to Albion Road; along Penlea Avenue, to Taysham Crescent and along Albion Road, extending 110 metres on either side of Kipling Avenue to complete the intersection.

The proposed change for this segment includes:

  • New multi-use trail on the east side of Kipling Avenue
  • Widened multi-use trail on the west side of Kipling Avenue (reconstruction)
  • New sidewalks on both sides of Kipling Avenue, widened where feasible
  • Improved cycling connections with intersecting streets, included 35 metres of raised cycle track on Panorama Court
  • Installation of a green median with tree planting opportunity
  • Existing motor vehicle lane widths reduced to meet City standards Intersection safety improvements

  • Streetscape improvements such as additional seating opportunities, and Green Infrastructure
  • Bikeshare station installation

Intersection improvements at Kipling Avenue and Mount Olive / Panorama Court include:

  • Raised north – south crosswalk and cross ride on the east side
  • Two-way cycle crossings on the north, west and south sides
  • Left turn calming
  • Curb radii reductions
  • Curb extensions
  • Removal of bus bay on southeast corner
  • Planting and seating area

Intersection improvements at Kipling Avenue and Finch Avenue West include:

  • Two-way cycle crossings on the north and west sides
  • One way cycle crossing on the south side
  • Removal of bus bay on northwest corner
  • Curb radii reductions
  • Truck apron on northwest corner
  • Planting and seating area

After conditions of the Finch Avenue West and Kipling Avenue intersection. Multi-use trails, Bike Share station, cycling crossings, truck aprons, TTC bus stop, and streetscape have all been added. A bus bay has been removed on the northern corner.

  • On-road cycle tracks with poured in place concrete on both sides of Penlea Avenue to provide a safe connection to local streets east of Kipling Avenue.

Intersection improvements at Kipling Avenue and Penlea Avenue include:

  • Two-way cycling crossings on west side
  • One way cycling crossing on north and south sides
  • Poured in place concrete curb extensions on east side with truck apron on the southeast corner
  • Removal of bus bay on southwest corner
  • Planting and seating area

Intersection improvements at Kipling Avenue and Albion Road include:

  • Two-way cycling crossings on west side
  • One way cycling crossing on south side
  • Right turn channel removals on southeast and northwest corners
  • Left turn calming
  • Curb radii reductions
  • Removal of bus bay on northwest corner
  • Planting and seating area

After conditions of the Albion Road and Kipling Avenue intersection. Multi-use trail, streetscape improvements, left turn calming, right-turn channel removal, improved crossings, raised cycle track, and a new right-turn lane has been highlighted.

The following stop modifications were identified alongside TTC stakeholders, with consideration for the TTC surface stop spacing guidelines.

TTC bus routes 45A – Kipling and 945 – Kipling Express will be impacted by these changes.

The City of Toronto is committed to the Vision Zero Road Safety Plan and its core principle: traffic-related fatalities and serious injuries are preventable, and we must work towards reducing them to zero. The Plan is a comprehensive strategy focused on improving road safety for all users, with a particular emphasis on our most vulnerable groups such as pedestrians, school children, older adults, and people cycling.

Between 2014 and 2025, 15 pedestrians were struck and 7 collisions involved people cycling on Kipling Avenue between Mount Olive Drive and Albion Road. The proposed improvements are aimed at reducing future collisions while also enhancing streetscaping along the roadway.

In 2026, major roadway resurfacing is planned along Kipling Avenue, from Mount Olive Drive to Albion Road, to maintain a state of good repair.

This presents an opportunity to implement roadway improvements that prioritizes safety and accessibility for all road users, including pedestrians, people who cycle, take public transit, or drive, as well as individuals of all ages and abilities.it also provides an essential connection to existing and future transit and bikeways.

Kipling Avenue is identified in Cycling Network Plan as a Major City-Wide Cycling Route, and has been approved for near-term implementation (2025 – 2027) by City Council (2024.IE14.3).
