As part of the ongoing Basement Flooding Protection Program (BFPP) work in the O’Connor Drive area, the City of Toronto is preparing to begin the final phase of the project. The final phase involves modifying and upgrading storm and sanitary sewers on St. Clair Avenue East and various streets in the Topham Park neighbourhood. It will also include replacing the watermain and intersection safety improvements along Westview Boulevard. Additionally, a rain garden will be installed in the median of Valor Boulevard.
Construction is expected to begin in spring 2025 and is anticipated to be completed in 2027.
The City is hosting a community drop-in event where you can meet the project team, learn more about the work planned, and ask questions.

Event Materials
The City’s Basement Flooding Protection Program is a multi-year program that is helping to reduce the risk of flooding by making improvements to the sewer system and overland drainage routes.
For each basement flooding study area, an Environmental Assessment (EA) study is conducted. These are complex studies that can take two or more years to complete.
The EA study for Area 1 was completed in 2014 and recommended upgrades to sanitary and storm sewers on several streets. These improvements to the sewer system and overland drainage will help reduce the risk of future flooding. The upgrades are designed to work as an integrated system. The full flood protection benefits will only be realized once all work is complete.
The work will be delivered as part of three separate contracts.
This contract focused on replacing storm sewers on Glenwood Crescent and sanitary sewers on St. Clair Avenue East (from O’Connor Drive to St. Columba Place).
Construction of Contract 1 was completed in 2021.
This contract involves a number of improvements to O’Connor Drive, from Glenwood Crescent to Bermondsey Road. The work will address issues related to basement flooding, pedestrian safety, and streetscape enhancements.
