The City of Toronto and Unity Health Toronto, working in partnership with the Province of Ontario, have opened the Downtown Toronto Homelessness and Addiction Recovery Treatment (HART) Hub and additional mental health and addictions services. Programs and services are currently being offered as part of an interim satellite model at locations across the city. The future location for these services will be at 50 Richmond Street East. 

Through collaboration with health and community partners, the services that will be offered at 50 Richmond Street East will provide much-needed substance use treatment options, mental health supports, primary care and connections to housing for people with complex needs. 

New programming and coordinated ways to access mental health supports, recovery opportunities, supportive housing, and wraparound services are an important part of strengthening community health and well-being and reducing emergency room visits. 

Renovations at 50 Richmond Street East have started in order to meet legislated accessibility and other program requirements. The building is expected to open in Spring 2027. These capital improvements are funded by the City of Toronto and Health Canada through the Emergency Treatment Fund.

While 50 Richmond Street East undergoes renovations, the following programs are being offered across other locations:

Toronto Public Health’s Substance Use Disorder Treatment Program

Substance use disorder treatment (Opioid Agonist Treatment), including case management.

Unity Health Toronto’s Concurrent Disorders Assertive Community Treatment (ACT) Team

Outreach and comprehensive mental health support, including psychiatric assessment and case management for people who use substances and live with severe and persistent mental illness.

Supportive Housing

25 off-site supportive housing units with intensive case management and wraparound supports provided by Reconnect Health Services.

Unity Health Toronto’s Withdrawal Management Program

Pathways to withdrawal management beds.

Renovations at 50 Richmond Street East have started to meet legislated accessibility and other program requirements. This is funded by the City of Toronto and Health Canada through the Emergency Treatment Fund.

Following the completion of renovations in Spring 2027, 50 Richmond Street East will include a wide range of on-site clinical and support services including:

  • Assertive Community Treatment
  • Crisis stabilization
  • Off-site supportive housing units
  • Primary health care
  • Referrals to other wraparound supports
  • Substance use disorder treatment
  • Withdrawal management beds

In accordance with provincial legislation and HART Hub guidelines, 50 Richmond Street East will not include supervised consumption services, needle exchange, safer supply or drug checking.

The City and Unity Health Toronto are collaborating with health and community partners to deliver Downtown Toronto HART Hub programs and additional mental health and addictions services.

The City is collaborating with health and community partners to inform program planning and implementation.

Programs and services are informed by recommendations within Our Health, Our City: A Mental Health, Substance Use, Harm Reduction and Treatment Strategy for Toronto and community engagement held with people with lived and living experience, service providers, community leaders, and researchers, clinicians and policy makers across multiple sectors.

The City is committed to sharing information about 50 Richmond Street East programs and services with neighbours, clients, people with lived and living experience, and other key partners.

Information sessions about the services at 50 Richmond Street East will be planned for early 2027. More information about these sessions will be shared here when available.
