The City of Toronto is building new affordable homes at 7–9 Wardlaw Crescent. The development will create a four-storey building and provide 51 affordable homes with supports to maintain people’s housing stability and improve their health and well-being.
These new homes will help residents in need of a safe, permanent home with supports, and may include seniors and older adults, youth, and newcomers/refugees experiencing or at risk of homelessness.
The 51 homes will be private apartments with a bathroom and a kitchenette. The building will also include amenities such as shared laundry, a commercial kitchen, and programming spaces for tenants.
The City is working with a network of local community agencies for a “Made in Rexdale” solution to ease the housing crisis in the community, led by YWS in partnership with Midaynta Community Services, Rexdale Women’s Centre, Delta Family Resource Centre, and Albion Neighbourhood Services.
Rents will be geared to income and will not exceed 30 per cent of a resident’s income.

7-9 Wardlaw Crescent Community Liaison Committee (CLC)
To support the successful integration of the development into the surrounding community, the City of Toronto, the housing services provider and the Ward Councillor have formed a Community Liaison Committee (CLC) to facilitate dialogue between the community, the City and the service providers. This CLC operates as a joint committee with the Islington Seniors’ Shelter located at 2671 Islington Ave.

City Initiated Zoning By-law Amendment
On April 23, 2025, City Council adopted the zoning by-law amendment to permit the development of a 4-storey building containing 51 residential dwelling units at 7-9 Wardlaw Cres. to proceed.

Selection of Non-Profit Housing Provider
On February 5, 2025, City Council adopted a report that proposed a non-profit housing provider, YWS, to work with the City on this new development. Subject to City Council approving a zoning by-law for the development, City staff will negotiate and enter into agreements with YWS to manage the building and provide supports to tenants, together with Midaynta Community Services, Rexdale Women’s Centre, Delta Family Resource Centre, and Albion Neighbourhood Services.

Supportive Housing (or Housing with Support Services)
Supportive housing is a combination of rent-geared-to-income housing with on-site supports that enable people to live as independently as possible. Tenants of supportive housing make a choice to live there, sign a lease, pay rent, and have the same rights and obligations as other tenants in the city. Supportive housing can help people stay housed, improve their health and well-being, and positively contribute to communities. Learn more about supportive housing here.
How to Apply to Live in This Building
There is no application process or waitlist at this time for this building. New tenants of these homes will be identified using a prioritization-based approach to connect people experiencing homelessness to this permanent housing opportunity. The City will work closely with the non-profit housing providers to coordinate the tenant identification and matching process.
