The City of Toronto is building new affordable homes at 7–9 Wardlaw Cres. The site is envisioned to have a four-storey building and provide 51 affordable homes with supports to maintain people’s health, wellbeing, and housing stability.
These new homes will help residents experiencing or at risk of homelessness, including seniors, youth, and newcomers/refugees, to have a warm, safe affordable place to call home.
The City is proposing to work with a network of local community agencies for a “Made in Rexdale” solution to ease the housing crisis in the community, led by Youth Without Shelter in partnership with Midaynta Community Services, Rexdale Women’s Centre, Delta Family Resource Centre, and Albion Neighbourhood Services.
The new homes will be private apartments with a bathroom and a kitchenette. The building will also include amenities such as shared laundry, a commercial kitchen, and programming spaces for residents.
Rents will be geared to income and will not exceed 30 per cent of a resident’s income.
On January 23, 2025, the Planning and Housing Committee will consider a report that proposes a non-profit housing provider to work with the City on this new development. Starting in 2024, a roundtable of local service providers in Rexdale began working together on how to support the creation of new affordable homes in the community. This roundtable is led by Youth Without Shelter (YWS), and includes Midaynta Community Services, Rexdale Women’s Centre, Delta Family Resource Centre, and Albion Neighbourhood Services.
Subject to City Council approving a zoning by-law for the development, City staff will negotiate and enter into agreements with YWS to manage the building and provide supports to tenants, together with other Rexdale service providers.

This project will help address the climate crisis and contribute to a sustainable future. This building will be constructed with mass timber which is a building material that is a renewable resource and has a lower carbon footprint than concrete. The building will be designed to exceed Tier 2 of the Toronto Green Standard v.4 and will achieve the City’s TransformTO Net Zero Strategy goal to ensure all new homes and buildings are designed and built to have near net zero greenhouse gas emissions.
