The Parks Bylaw sets the rules for how everyone should use and enjoy City parks. These rules help keep parks safe, clean, and welcoming for all visitors.

 

What Activities Require a Permit or Are Not Allowed?

Some activities are only allowed with a permit, and others are not permitted at all. Examples include:

  • Amplified sound or loudspeakers – A permit is required to use amplified equipment in a park.
  • Smoking or vaping in restricted areas – Smoking or vaping is not allowed near playgrounds, splash pads, pools, sports fields, or other posted locations.
  • Camping or staying overnight – Tents, shelters, and camping equipment are not allowed unless specifically authorized.
  • Alcohol consumption – Drinking alcohol is only permitted in designated parks or during permitted events.
  • Events and gatherings – holding a picnic, organized gathering or special event for more than 25 are not allowed without a permit.
  • Dumping materials or littering – Leaving waste, dumping soil or construction materials, or littering violates the bylaw.
  • Selling goods or services – Vending is prohibited unless you have a City-issued permit.
  • Engaging in any form of harassment or riotous, violent, threatening, or illegal conduct; or use of abusive language is not permitted.

Rules About Vehicles, Sports, and Park Use

The bylaw also outlines rules to protect park property and natural spaces. These include:

  • Watercraft - mooring or beaching watercraft to park infrastructure is prohibited in non-designated areas without a permit.
  • Vehicles and bicycles – Motor vehicles are restricted to roadways and designated parking areas. Bicycles may be limited in certain natural areas or trails.
  • Sports and games – Some sports or recreational activities may only be allowed in designated spaces (e.g., sports fields, courts).
  • Protecting the environment and infrastructure – Activities that may damage plants, trees, wildlife, or park facilities are not allowed.

Prohibited Spaces

To ensure safety, compliance, and proper use of each space, all posted signs must be followed. These signs provide clear information about activities that are not permitted in specific locations within parks, and it is important to always respect these restrictions.

Enforcement and Penalties

City bylaw enforcement officers monitor parks to ensure everyone follows the rules. If someone breaks a rule, they may be:

  • Asked to stop the activity
  • Asked to leave the park
  • Issued a fine under the bylaw
