A Special Occasion Permit (SOP) is required if you are planning to sell or serve liquor at special occasions, such as weddings, charity fundraisers and receptions. SOPs are available for any type of location other than a residence, but common areas of multiple unit residential buildings are not disqualified. SOP's are issued through select LCBO stores located throughout the Province of Ontario.

Special Occasion Permit application is available at the Alcohol & Gaming Commission of Ontario's (AGCO) website.

You do not need a Special Occasion Permit if you are serving beverage alcohol in a private residence, including the attached property (e.g., front or back yard). The sale of beverage alcohol in a private residence is NOT permitted.

It is unnecessary to obtain an SOP if an event is already being conducted under the authority of a caterer's endorsement.

A Special Occasion Permit will only be issued if the event is not intended to be held for gain or profit.

If you are holding an outdoor event, at least 30 days prior to the event, the special occasion permit holder must write to the local municipality, City Clerk's, Toronto Police, Toronto Fire and Public Health, informing them of the event. The Building Division must be notified as well if a tent or marquee is used.

The licensed area must be clearly defined and separated from the unlicensed area.

AGCO may require an applicant to submit a Letter of Municipal Significance with their SOP if the event is, (a) selling alcohol, (b) not a registered charity or not-for-profit, or (c) not using a catering endorsement. The letter is from the local Community Council declaring that the event is an "Event of Municipal Significance".
