Notice:  The Licence & Permit Issuing Office at the East York Civic Centre is open by appointment only.  Appointments can be booked between 8:30 a.m. and 4:00 p.m

Businesses can apply for new licences online or you must book an in-person appointment prior to attending.  New taxicab, limousine and tow truck licence applications need to be submitted online and cannot be submitted in-person.

Existing licensees can only renew their licences via the Business Licence & Permit Renewal form. Both licence application and renewal fees can be paid online.

Business licences set to expire in 2021 will be cancelled for non-payment after 150 days, and will not be subject to late fees.

The Fireworks Bylaw regulates the use and sale of fireworks in Toronto. The sale of fireworks in Toronto requires a permit. There are five types of permits to sell fireworks on a temporary or permanent basis.

  • Permit to sell fireworks all year from a permanent location
  • Permit to sell family fireworks from a temporary, leased location for specific holidays
  • Permit to sell family fireworks from a temporary, mobile location (for example, trailer in a parking lot) for specific holidays
  • Temporary permit to sell more than 25kg of family fireworks from a store for specific holidays
  • Temporary permit to sell less than 25kg of family fireworks from a store for specific holidays
