Notice: March 31, 2025 - As of April 1, 2025, Toronto Public Health (TPH) programs & services will no longer be available at 277 Victoria Street. TPH will no longer offer supervised consumption services. TPH harm reduction services will be available through outreach teams. 

 

Supervised Consumption Services (SCSs) are clinical spaces for people to bring their own drugs to use in the presence of trained health professionals. Canadian and international evidence shows that SCSs save lives, connect people to social services and are pathways to treatment. For more information, visit the City website .

There are ten sites currently providing supervised consumption services in Toronto and six of these sites are provincially designated as a Consumption and Treatment Service (CTS) site. Information on Consumption & Treatment Services is available on the City of Toronto website .

If you wish to report a concern about Infection Prevention and control at a Consumption & Treatment Service (previously called Supervised Injection Sites (SIS) and Supervised Consumption Sites (SCS)) in the City of Toronto call or email the Blood Borne Disease team during business hours or email them weekday evenings.

Complaints/concerns about a CTS can be submitted by completing the Complaint Intake Form on the City website.
 

The form is to submit a complaint about: 

  • Improper disposal of harm reduction materials such as needles and syringes at or in the vicinity (within 15m) of the CTS
  • A Health Hazard which includes a thing or even an animal (but not a human), that might cause someone to become sick or unwell. It might include a plant, animal, gas, solid or liquid*
  • An Infection Prevention and Control (IPAC) lapses** which includes failures in applying guidelines and rules that prevent infectious diseases from being transmitted at or in the vicinity (within 15m) of the CTS
  • Security or safety issues directly related to the CTS location, which will be re-directed to the local police.

  • Members of the public can call 911 in case of emergency
  • If it is not an emergency, you can call the Toronto Police non-emergency line or file a report online for:
  • illegal parking
  • damage to property
  • damage to vehicle
  • local traffic issues or concerns
  • general driving complaints
  • graffiti
  • fraud and theft
