On July 22, 2022, Council adopted Official Plan Amendment 537, which introduces the new Keele-St. Clair Secondary Plan. The enacting By-law 1107-2022 has been sent to the Ministry of Municipal Affairs and Housing for approval.

City staff conducted the Keele-St. Clair Local Area Study as part of the Growth Plan (2019) conformity exercise in response to the planned GO/Smart Track station near Keele Street and St. Clair Avenue West and additional transportation, transit and infrastructure improvements approved through the St. Clair Avenue West Area Transportation Master Plan. The Study has resulted in a recommended Official Plan Amendment that introduces a new Keele-St. Clair Secondary Plan.

The preliminary public consultation program for the Keele-St. Clair Local Area Study was held from September – December 2020, followed by subsequent public and stakeholder consultations throughout 2021. Multiple landowner, business owner and community agency workshops have been held, as well as a public information session, public meetings, and two online surveys. A Statutory Public Open House was held on March 3, 2022.

Indigenous engagement has been ongoing since the start of the study. Indigenous youth from Toronto created a virtual First Story Walking Tour that shares details about the rich Indigenous history of the Keele-St. Clair area. The video can be viewed at the bottom of this page.

The Keele-St. Clair Local Area Study followed dissemination area boundaries approximately 500-800 metres from the planned GO/Smart Track station. As directed by the Planning and Housing Committee, the Local Area Study also examined the Employment Area adjacent to McCormack Street.

A review of the larger Employment Areas adjacent to the Keele-St. Clair Local Area Study boundary is being conducted as part of the broader Municipal Comprehensive Review of the City’s Employment Areas.

On April 27, 2022, Planning & Housing Committee adopted PH33.2 Our Plan Toronto: Keele-St. Clair Local Area Study – Final Recommendation Report. The report includes a recommended Official Plan Amendment, including a new Keele-St. Clair Secondary Plan.

On November 25, 2021, Planning & Housing Committee adopted PH29.10 Our Plan Toronto: Keele-St. Clair Local Area Study – Draft Official Plan Amendment. The report includes draft land use changes and policies for the draft Keele-St. Clair Secondary Plan, as well as other site and area specific policy amendments for nearby lands.

On June 28, 2021, Planning & Housing Committee adopted the PH25.8 Our Plan Toronto: Keele-St. Clair Local Area Study – Directions Report. The report includes land use and policy directions, Preliminary Assessments of potential Employment Area conversions, and a draft delineation and policies for a Protected Major Transit Station Area around the planned GO/Smart Track Station, as part of the current Municipal Comprehensive Review and Growth Plan Conformity Exercise.

On June 29, 2020, Council adopted PH14.4, a work plan for the Growth Plan Conformity and Municipal Comprehensive Review. The work plan describes Local Area Studies required for certain Major Transit Station Areas (MTSAs), including the Keele-St. Clair Local Area Study.

On October 15, 2019, Planning and Housing Committee adopted PH9.2 regarding the Growth Plan (2019) and Municipal Comprehensive Review/Comformity Exercise Requirements. The Committee directed City Planning to prioritize the study of the Keele-St. Clair area including lands around McCormack Street where lands are designated as Employment Areas and are not identified as a Provincially Significant Employment Zone as part of the upcoming review in order to enable the potential unlocking of the lands in the vicinity of the Smart Track/GO Kitchener line and planned station located in the area of these lands.
