Today, the City of Toronto is launching Building Permit Application Pre-Check, an online self-check tool that uses AI to help applicants identify potential issues in eligible building permit applications before submitting them to the City.
Incomplete applications slow down reviews for applicants and staff. By helping applicants submit higher-quality applications, this pilot program aims to reduce avoidable resubmissions, support faster first reviews and advance the City’s broader work to improve housing approvals and help get more homes built.
Applicants can upload their application documents to the tool and receive real-time feedback on missing, incomplete or inconsistent information and certain zoning or Ontario Building Code-related issues within the pilot’s scope. The tool generates a findings report that applicants can use to address or explain flagged items before formally submitting their applications for a full review by City staff.
The pilot will run for one year and is currently available for specific projects involving residential buildings with two units or fewer, including additions, alterations, laneway and garden suites, decks, porches and detached garages in eligible residential zones. Additional features will be introduced in stages during the pilot.
Use of the tool is voluntary and does not change the City’s formal application or review requirements. The tool does not approve permits or replace staff review. Applicants must still submit a building permit application through the City’s formal application process. City staff will conduct a complete review and make all final decisions, regardless of whether an applicant uses the tool.
The pilot aligns with the City’s Digital Infrastructure Strategic Framework and reflects Toronto’s commitment to using artificial intelligence responsibly and transparently to improve public services.
Throughout this pilot, the City will assess applicant experience, application quality and the tool’s impact on review times to guide improvements and inform decisions about any future expansion to other building permit types.
