The City of Toronto and the Toronto Transit Commission (TTC) are renewing aging streetcar tracks on Queen Street East between Broadview Avenue and Davies Avenue. The City is also replacing the two 112-year-old watermains within the project limits, as well as the watermain along Munro Street.
This work is required to bring the watermain and track infrastructure to a state of good repair and is part of the Council-approved 2025 Capital Works Program.
Due to emergency sewer repairs, work is anticipated to begin in January 2026 and is expected to be completed by the end of April 2026.
Starting the week of January 12, the City’s contractor will begin mobilizing on site in preparation for the watermain replacements and streetcar track renewal on Queen Street East between Broadview Avenue and Davies Avenue. Temporary fencing will also be installed within the City right-of-way along both the north and south sides of Queen Street East
Travel lanes will be reduced to one lane of traffic in each direction through the work area. Pedestrian access will be maintained at all times.
Watermain replacement is anticipated to begin the week of January 19.
The TTC’s service diversion currently in place will remain in effect for the duration of the watermain work. See the TTC Service tab for more details.
November 2025
The City has identified the need for emergency sewer repairs just south of the planned work area on Queen Street East. These repairs must be complete as soon as possible to ensure the continued safety and reliability of the infrastructure. This work will be completed 24/7 starting on November 27 and is anticipated to take 2-3 weeks to complete.
The access point to the sewer runs through the same area required for the Queen Street East track and watermain work, and because the emergency repairs must proceed first, the planned track and watermain work will be temporarily paused and will resume in January 2026.
The work area extends along Queen Street East just east of Davies Avenue to Broadview Avenue, and along Munro Street.

Watermain work will take place between 7 a.m. and 7 p.m., Monday to Friday, with late work or weekend work when needed.
TTC track replacement work will take place 24hrs a day, 7 days per week.
Excavation and heavy breaking will occur at various times throughout the day. Concrete milling and breaking activity will occur mainly between 7 a.m. and 11 p.m. Concrete breaking work is the most disruptive and will typically last the first 1-2 days for each phase of construction. Around-the-clock work during rail installation by TTC is required to preserve the integrity and quality of new rail and concrete. Overnight rail work by TTC may consist of moving new rail into position, rail installation and rail welding/grinding.
From time-to-time, the water supply to properties will be shut-off to complete construction; the contractor will provide notice at least 48-hours in advance. Throughout the work, it is recommended that you temporarily disconnect any water treatment systems (i.e. softeners or filters), water-cooled air conditioners or similar plumbing fixtures. In the event you did not receive advance notice, the City may have needed to use an emergency water shut off to complete work.
The City has been working with businesses and property management representatives to accommodate delivery and loading activities during construction. If you have not yet discussed your delivery needs with the project team, please contact the staff person listed on this web page as soon as possible.
The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible. If you experience a disruption, have a specific access need or related accommodation request, contact the person listed on this web page.
The project is expected to begin in January and is expected to be completed by the end of April 2026. Phasing and timelines are subject to change.
