The City of Toronto and the Toronto Transit Commission (TTC) are renewing aging streetcar tracks on Queen Street East between Broadview Avenue and Davies Avenue.  The City is also replacing the two 112-year-old watermains within the project limits, as well as the watermain along Munro Street.

This work is required to bring the watermain and track infrastructure to a state of good repair and is part of the Council-approved 2025 Capital Works Program.

Work is anticipated to begin in October 2025 and is expected to be completed by April 2026.

The work area extends along Queen Street East just east of Davies Avenue to Broadview Avenue, and along Munro Street.

Work Hours

Watermain work will take place between 7 a.m. and 7 p.m., Monday to Friday, with late work or weekend work when needed.

TTC track replacement work will take place 24hrs a day, 7 days per week.

Excavation and heavy breaking will occur at various times throughout the day. Concrete milling and breaking activity will occur mainly between 7 a.m. and 11 p.m. Concrete breaking work is the most disruptive and will typically last the first 1-2 days for each phase of construction. Around-the-clock work during rail installation by TTC is required to preserve the integrity and quality of new rail and concrete. Overnight rail work by TTC may consist of moving new rail into position, rail installation and rail welding/grinding.

Water Service Disruptions

From time-to-time, the water supply to properties will be shut-off to complete construction; the contractor will provide notice at least 48-hours in advance. Throughout the work, it is recommended that you temporarily disconnect any water treatment systems (i.e. softeners or filters), water-cooled air conditioners or similar plumbing fixtures. In the event you did not receive advance notice, the City may have needed to use an emergency water shut off to complete work.

Deliveries

The City has been working with businesses and property management representatives to accommodate delivery and loading activities during construction. Accessibility Accommodation

The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible. The project is expected to begin in October 2025 and is expected to be completed by April 2026.  Phasing and timelines are subject to change.

Phase 1 – Fall 2025 to  Winter 2026

Crews will replace the watermain that runs along Queen Street East, and along Munro Street.

  • At a minimum, one travel lane will be maintained in each direction on Queen Street East within the project limits.
  • Temporary closures of sidewalks may be required. Pedestrian detours and signage will be in place.
  • Access to businesses and properties will be maintained.
  • Temporary bus service on Queen Street. See TTC Service below for more information

Phase 2 – Spring 2026 to mid-Spring 2026

Crews will install streetcar tracks along Queen Street East.  TTC crews will test the newly constructed track.

  • One eastbound lane will be maintained throughout the project limits
  • Temporary closures of sidewalks may be required. Pedestrian detours and signage will be in place.
  • Access to businesses and properties will be maintained
  • Temporary bus service on Queen Street. See TTC Service below for more information

To accommodate this project, the TTC will provide temporary replacement buses for the the 503 Kingston Road and 504 King streetcars.

Phase 1 – October 2025 to February 2026

  • 501 Queen streetcar will be diverting via Broadview Avenue, Dundas Street, and Parliament Street
  • 503 Kingston Road bus replacement will be re-routed via Queen Street to Parliament Street, running between Bingham Loop and King Street and York Street
  • 504 King streetcar will be operating as far east as Distillery Loop
  • 504 King replacement bus will operate through the work area, running between Broadview Station and King Street and Parliament Street

Phase 2 – March 2026 to April 2026

  • 501 Queen and 504 King streetcar diversions will remain the same as Phase 1
  • 503 Kingston Road and 504 King replacement buses will only operate eastbound between Davies Avenue and Broadview Avenue, and will divert via Broadview Avenue, Dundas Street, and River Street.
