There are two ways to become a taxi owner.

1. Toronto Taxicab Licences (TTL) will be issued from a waiting list of drivers. New licences are subject to all applicable fees and conditions.

To be added to the waiting list:

  • you must have been a full-time taxicab driver for the past three years
  • you cannot have owned a taxicab in the past five years

If your position on the driver’s list changes, you will be contacted by the Licence and Permit Issuing Office.

2. You can purchase an existing Standard taxi or TTL taxi. When you purchase a standard taxicab, you will be issued a standard taxicab licence. When you purchase a TTL, you will be issued a TTL. Both licences are subject to conditions.

Taxi owners who also wish to drive a taxi, must be licensed as a Vehicle-for-Hire driver.
