The work also includes construction of a multi-use trail on the Eastern Avenue Bridge (ID264). This work will ensure that the bridges meet today’s standards and remain safe for vehicles and pedestrians into the future. The project is part of the Council-approved 2024 Capital Works Program.

Schedule: Work began in July 2024 and is expected to be completed by early 2027. Please refer to Travel Impacts section for further details.
Work Hours: Work is permitted 24 hours a day, Monday to Sunday, including holidays.
Overnight Work: Some tasks, including rehabilitation of the Don Valley Parkway Ramp, will require overnight work. Timelines for overnight work will be communicated in advance. During these times, construction impacts and noise levels are expected to be similar to daytime construction activities.
Pedestrian Access: Pedestrian access will be maintained. Temporary pedestrian detours may be required.
Accessibility Accommodation: The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible. Parks and Trails

Art Installations and Murals: The mirrored art piece ”Mirage”, located in Underpass Park, has been removed and safely stored. It will be reinstalled once construction has been completed.
Other existing artwork and murals on the piers may also be impacted as the work involves concrete removals, patching, and the installation of new drain pipes. StreetARToronto, who oversees these murals, will assess the damage of the murals once construction is complete and decide how to restore or replace them.
Farmers Market: The construction work will allow for the Underpass Park Farmers Market to continue to operate.
Traffic Management: Road users should expect delays and increased traffic on nearby main and side streets.
At least one lane on Eastern Avenue, Richmond Street East and Adelaide Street East will remain open in each direction.
The Don Valley Parkway Southbound Off-Ramp at Richmond Street will be fully closed from October 2025 to Spring 2026 to complete the rehabilitation work. Congestion and delays are expected. Travelers are advised to take transit if possible, leave early, and plan your route ahead of time.
Streets below the bridges including St. Lawrence Street, Lower River Street, Bayview Avenue, as well as the Don Valley Parkway – will experience periodic road impacts throughout the project. These disruptions will not all occur at the same time. All impacted roads will continue to stay open to traffic.
Multi-Use Trail: As part of the bridge rehabilitation work, the existing sidewalk on the south side of the Eastern Avenue Bridge (ID264) will be replaced with a multi-use trail. The multi-use trail will be separated from the vehicular lanes by a concrete barrier with steel railing. The City is developing plans to extend this multi-use trail west to Power Street and east to Broadview Avenue as part of future construction contracts for other area projects.
Work will be carried out in multiple stages. Vehicle lane restrictions will be in place for all stages of construction.
