The City of Toronto plans to rehabilitate the following four bridges:

  • Eastern Avenue Bridge (ID264)
  • Don Valley Parkway Off Ramp over Don River (ID263)
  • Richmond Street East Bridge over King Street East (ID246)
  • Adelaide Street Bridge over King Street East (ID266)

The scope of work for this project includes deck top rehabilitation of ID264 and ID263 and underside rehabilitation of all four bridges.

Deck top rehabilitation includes:

  • Replacement of existing asphalt pavement and waterproofing
  • Deck top concrete repairs
  • Expansion joint replacement
  • Reconstruction of deck overhangs and parapet (barrier) walls

Underside rehabilitation includes:

  • Steel girder end strengthening and recoating
  • Repair of fatigue-prone steel components
  • Replacement of deficient bearings
  • Concrete patch repairs of substructure and deck soffit elements

The work also includes construction of a multi-use trail on the Eastern Avenue Bridge (ID264). This work will ensure that the bridges meet today’s standards and remain safe for vehicles and pedestrians into the future. The project is part of the Council-approved 2024 Capital Works Program.

Schedule: Work is anticipated to begin in July 2024 and is expected to be completed by early 2027.  Construction phasing and timelines will be provided through a Construction Notice, two weeks before work begins.

Work Hours: Work will occur between the hours of 7 a.m. to 11 p.m. Monday to Sunday, including holidays.
Overnight Work: Some tasks, including rehabilitation of the Don Valley Parkway Ramp, will require overnight work. Timelines for overnight work will be communicated in advance. During these times, construction impacts and noise levels are expected to be similar to daytime construction activities.

Pedestrian Access: Pedestrian access will be maintained. Temporary pedestrian detours may be required.

Accessibility Accommodation: The City’s contractor must ensure safe and accessible walkways and entryways are maintained for everyone during construction. Any temporary access disruptions will be communicated as soon as possible. Parks and Trails: Sections of Underpass Park will be closed at various times throughout construction depending on the nature of the work.  The work will be staged so that the Underpass Park will not be fully closed at any time.

Art Installations and Murals: The mirrored art piece ”Mirage”, located in Underpass Park, will be removed and safely stored before construction begins. It will be reinstalled once construction has been completed.

Other existing artwork and murals on the piers may also be impacted as the work involves concrete removals, patching, and the installation of new drain pipes. StreetARToronto, who oversees these murals, will assess the damage of the murals once construction is complete and decide how to restore or replace them.

Farmers Market: The construction work will allow for the Underpass Park Farmers Market to continue to operate.

Traffic Management: Road users should expect delays and increased traffic on nearby main and side streets.

At least one lane on Eastern Avenue, Richmond Street East and Adelaide Street East will remain open in each direction at all times.

The Don Valley Parkway Ramp will require a full closure for a few months to facilitate the completion of the work.  Details regarding the dates and duration of the closure will be provided in advance.

Streets below the bridges including St. Lawrence Street, Lower River Street, Bayview Avenue, as well as the Don Valley Parkway – will experience periodic road impacts throughout the project. These disruptions will not all occur at the same time. All impacted roads will continue to stay open to traffic.

Multi-Use Trail:  As part of the bridge rehabilitation work, the existing sidewalk on the south side of the Eastern Avenue Bridge (ID264) will be replaced with a multi-use trail.  The multi-use trail will be separated from the vehicular lanes by a concrete barrier with steel railing.  The City is developing plans to extend this multi-use trail west to Power Street and east to Broadview Avenue as part of future construction contracts for other area projects.

Work will be carried out in multiple stages. Vehicle lane restrictions will be in place for all stages of construction.

  • Closed: One Eastbound Lane

There will also be traffic disruptions to St. Lawrence Street and Lower River Street in 2024. Details will be provided in future webpage updates ahead of the work. The next stages of the project will be announced in future notices and webpage updates.
